HomeMy WebLinkAbout2016-01-21-BASS-min Board of Assessor's Meeting January 21, 2016 A Meeting of the Board of Assessors was held on January 21, 2016 at 8:30 a.m. located in the Captain William Reed Meeting Room of the Town Hall Office Building. In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, Member, Robert F. Lent, Director of Assessing, Michael Golden, Residential Field Manager/Assistant Assessor and Elaine Melahouris, Residential Analyst/Inspector. Consent Agenda Public Comment Time: There were no attendees. Financial Issues including Overlay: Discussion of settlements on various Appellate Tax Board dockets prior to ATB hearings. Discussion on pending Appellate Tax Board hearings Upon motion duly made and seconded, it was voted 3-0 roll call vote to go into Executive Session at 9:20 a.m. to discuss the items listed on the Agenda. Executive Session The Board discussed and reviewed pending Appellate Tax Board (ATB) Dockets presented by Director of Assessing, Robert Lent. There were four (4) Fiscal Year 2014 and six (6) Fiscal Year 2015 cases. Fiscal Year 2016—Statutory Exemptions The Board approved the following: Fiscal Year 2016, Clause 41A Property Tax Deferral Exemption Application and signed the Statement of Entry lien process in the presence of a Notary. 1 Application Fiscal Year 2016, Clause 22 Veteran Exemption 12 Applications Fiscal Year 2016, Clause 41 C Elderly Exemption 1 Application Fiscal Year 2016 Clause 37A Blind Exemption 8 Applications Fiscal Year 2016, Community Preservation Act (CPA) Exemption Application 1 Application Continued Board of Assessor's Meeting January 21, 2016 Fiscal Year 2016— Real Estate Abatement Applications The Board approved the following: 5 Residential Abatement Application The Board approved the Meeting Minutes held on September 24, 2015. Upon motion duly made and seconded at 10:55 a.m. to adjourn the Executive Session and return to the Regular Session of the Meeting. New Business: The Director of Assessing, Robert Lent introduced newly hired Residential Field Manager/Assistant Assessor Michael Golden to the Board. Robert and Michael discussed the procedures that will be implemented for future year revaluations. The Board discussed future meeting dates. The next scheduled meeting will be March 3, 2016 at 8:45 a.m. There being no other business a motion was duly made and seconded at 11:10 a.m. to adjourn the meeting.
