HomeMy WebLinkAbout2008-04-30-CEC-minCapital Expenditures Committee (CEC) Meeting, 4/30/08, gam, Town Office Building Room 111 Members Present: Shirley Stolz, David Kanter, Charles Lamb (Chair), Ted Edson Others: Norm Cohen (Selectman), Jeanne Krieger (Selectman), Donald Van Dyne (candidate for finance director) Munroe Disposition, Article 48 JK: Request for Proposal (RFP) spells out what we're looking for. The only ambiguity is who will be the successful bidder. DK: The outstanding issue is at what value the building will be appraised. JK: There will be limited uses for the building. NC: There could be liabilities in holding the building. DK: Points out that the building could be closed down (as an alternative). JK: Munroe serves some segment of the population and there was always an understanding that there would be some subsidy. DK: The payment in lieu of taxes seems unreasonably low. The $579K estimate for the fire suppression sprinkler system is probably $100K high. Wants to know the actual value of the building before we give it away so that the taxpayers know the extent of the subsidy. SS: Thinks it might be useful as a senior center. TE: Is the buyer responsible for Americans with Disabilities Act (ADA) compliance? [JK: Yes] DK: Wants to Indefinitely Postpone Article 48. SS agrees. TE agrees and says we should wait until the next Town Meeting to see the responses to the RFP. Also, wants to see that the respondents (e.g., the Munroe Center for the Arts) show that they are capable of maintaining the building on their own. Motion: Wait for a future Town Meeting-which could be a Special Town Meeting-to address the disposition of the Munroe School Building. 4:0 in favor. CEC takes no position on funding trees with the Board of Selectmen proposal. Motion: Accept minutes of 3/19/08, 3/26/08, 4/2/08, 4/9/08, all 4:0. Adjourn at 10:20am. These Minutes were approved by the CEC at its meeting on April 29, 2009.
