HomeMy WebLinkAbout2016-09-28-PB-min PLANNING BOARD MINUTES MEETING OF SEPTEMBER 28, 2016 A meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room was called to order 7:01 p.m. by Chair Tim Dunn, with members Charles Hornig, Nancy Corcoran-Ronchetti, Richard Canale, and Ginna Johnson and planning staff Aaron Henry, David Fields and Lori Kaufman present. ****************************STAFF MEMBER REPORTS************************** General updates: No updates ************* UPCOMING MEETINGS AND ANTICIPATED SCHEDULE************** Discussion of upcoming meeting schedule and known agenda items: The next meeting is October 5 the Planning Board public workshop at 201 Bedford Street, Wednesday, October 19, there will be two street determinations, finalize of the regulations, discussion of the upcoming meeting with BOS on October 26 in Estabrook Hall. There will be meetings on November 2 and 16. Brookhaven may return for Town Meeting and the Belmont Country Club and Hanover is unknown at this time but could be potential project for Town Meeting. *********************DEVELOPMENT ADMINISTRATION************************ STREET DETERMINATIONS 7 Rangeway: Michael Capachietti, of Meridian Associates, Bob Cataldo, applicant, and Mr. Chen were present. Mr. Fields said the road was in good condition and there were only a few minor fixes recommended by Town Engineering. Mr. Capachietti said they were fine with the improvements recommended by the Engineering Department. On a motion duly made and seconded, it was voted, 5-0, that Rangeway between Skyview Road and James Street was not of adequate grade, but will be when the road improvements proposed are done. 48 Summit Road: Page 2 Minutes for the Meeting of September 28, 2016 Michael Capachietti, of Meridian Associates was present. Mr. Fields expressed concerns about proposed drainage due to the site being on ledge. The Board expressed concerns about drainage, wanting to see the contours of the road and trees along the street and consider a low impact solution. Before considering approval members want to see more complete plans, make sure to preserve the foot path at the bottom of the site and prevent erosion. The Board recommended that the applicant bring more complete plans that show pinch points on the road and trees that should be preserved or broken pavement. Earlier that day a Board member went to the site and explained that there are no trees or plantings or walls where the road narrows to 16 feet and adding pavement would have no impact on the site at that location. On a motion duly made and seconded, it was voted, 5-0, to accept the applicants request to extend the action deadline to October 31 and will be on the agenda of October 19. ****************************BOARD ADMINISTRATION************************* Public Workshop Planning and Preparation: The Board discussed the presentation for the October 5 Planning Board workshop. Some modifications were made to the power point presentation for next week. Friday there will be a packet sent to the Board for edits. Work plan Update: Joint Meeting with the Board of Selectmen: The following items the Planning Board would like to discuss at the meeting with the Board of Selectmen: Balanced housing, comprehensive plan, Hartwell Avenue, parking and PILOP, Bedford and Hancock. Advertising options were discussed and Board Members will forward a revised flier. ***************************BOARD MEMBER REPORTS************************** The Center Committee has mixed opinions on PILOP. The Center Committee liked parking to be driven by floor area rather than use. Tomorrow morning two members are meeting with Town Manager to discuss staff’s responsibility with the Neighborhood Conservation Districts study committee. HATS meeting discussed traffic and those issues.
