Minutes of Meeting
October 18,2017
A meeting of the Recreation Committee was held on Wednesday, October 18, 2017 at 6 OOpm in the Reed
Room (Room 111) of the Town Office Building, 1625 Massachusetts Avenue, Lexington.
Members Present. Rick DeAngelis, Lisah Rhodes, Sandra Shaw, and Ruixi Yuan
Members Absent. Jason Denoncourt
Staff Present. Melissa Battite, Director of Recreation and Community Programs, Peter
Coleman, Assistant Director of Recreation, and Christine Dean, Community
Center Director
Others Present. Ellen Cameron (Lexington Council on Aging), Joe Seidel(Lexington United
Soccer Club, and David Williams (Lincoln Park Sub-Committee)
1 Meeting Minutes from September 14,2017
Lisah Rhodes moved and Rick DeAngelis seconded approval of the Recreation Committee
Minutes of September 14, 2017 The Recreation Committee voted 2-0-1 to approve the
minutes of September 14,2017
2. Lincoln Park Sub-Committee Update/David Williams
David Williams, chairman of the Lincoln Park Sub-Committee (LPSC),provided an update to the
Committee The LPSC meets periodically and assists with maintaining the passive areas at
Lincoln Park. The park is landscaped every other week from April-November each year Local
Boy Scout troops assist with controlling invasive species and the Bridge School has been utilizing
the park for their Big Backyard and preschool programs The LPSC has been working with
Wesley Wirth on finalizing the plan for the Granite Forest. The Granite Forest is a public/private
partnership between the Town and the LPSC in which the LPSC received $30,000 in funding
from the Community Preservation Committee (CPC) Mr Williams anticipates that the total cost
for the Granite Forest project,which will include 11 granite pieces,will be $110,000 The project
will go out to bid in the coming weeks and the selected contractor will break ground in the spring
A full sized color copy of the plans are available at the Recreation and Community Programs
Department. Mr Williams added that a section on one of the boardwalks that has been damaged
will be repaired shortly In addition to himself, the current LPSC members are Lynne Wilson,
Cindy Kuechle, Joanne Shorter, Bob Pressman, and Bnan Kelley

Joe Seidel, President of Lexington United Soccer Club(LUSC),was in attendance and reported
that the lights at Lincoln#2 have been working great this fall as there have been no complaints
Mr Seidel noted the minimum amount of light pollution that the lights create and Musco will
conduct the official light pollution testing at the end of the season. In total, the cost of the lights
project at Lincoln#2 was slightly less than $600,000 Melissa Battite, Director of Recreation and
Community Programs, congratulated Mr Seidel and the entire Friends of Lincoln Field Lights
team for all of their efforts on this project. The project culminated with over 250 people
attending the ribbon cutting ceremony that was held on September 10th

5. Capital Budget FY2019-FY2023
Melissa Battite, Director of Recreation and Community Programs,presented the revised version
of the FY2019-FY2023 Recreation 5-Year Capital Plan. The plan was initially presented to the
Committee at its August meeting and revisions have been made to the plan over the past two
months This includes the reorganization of the priorities for two of the projects, at the
recommendation of the Recreation Committee, as well as the Community Center campus
expansion project being split into three phases (FY2019-FY2021) rather than two phases as
initially proposed (FY2019 and FY2020) Members of the Committee asked questions about the
rationale,playability, and maintenance for the synthetic turf/natural grass hybnd field proposed
for the Center Track Field. Ms Battite will send more information about hybnd athletic fields to
the Committee After a brief discussion, Rick DeAngelis made the following motion. The
Recreation Committee votes to approve the revised prioritization list and revised Recreation
FY2019-FY2023 5-Year Capital Plan Ruixi Yuan seconded the motion. The Recreation
Committee voted 4-0 to approve.
6. Golf Course Bench Donation
Melissa Battite told the Committee that the Council on Aging (COA) Senior Golf Bench
Committee has approached the department about donating a new bench for the tee box of the 4th
hole at Pine Meadows The COA is very excited about this opportunity and Ms Battite informed
the Committee that the Town has a bench program that goes through the Board of Selectmen s
office Currently, there are four different styles of benches at Pine Meadows and the goal moving
forward is for all benches to have the same design and appearance Lisah Rhodes made the
following motion. The Recreation Committee moves that the Director of Recreation and
Community Programs convey to the Board of Selectmen the Recreation Committee s support of
the proposed COA Senior Golf bench donation Sandra Shaw seconded the motion. The
Recreation Committee voted 4-0 to approve.
7 Parks Report—None
Lisah Rhodes noted that the barriers at Kmneens Park should be discussed at a future meeting.
8. Recreation Report
Melissa Battite provided the Committee with her monthly update The October 2017 Recreation
and Community Programs Report is included as an attachment to the minutes
The next meeting of the Recreation Committee is scheduled to take place on Wednesday,November
15th,2017 at 7 OOpm in Room 237 of the Lexington Community Center
The October 18, 2017 meeting of the Recreation Committee adjourned at 7 20pm
