Proposals must be clearly marked on the outside "13-37 - Request for Qualifications (RFQ), Designer Services for Municipal Facilities Master Planning" Proposals will be due no later than Thursday, August 30, at 2:00 p.m. Proposals shall be delivered to the Department of Public Facilities 201 Bedford Street, Lexington MA 02420 The design services for this project will be in accordance with MGL c 7 s 38A-O For information pertaining to this project please contact Judy Pearson Lindsay Dahlberg, Director of Purchasing Department of Public Facilities Town of Lexington 201 Bedford Street 1625 Massachusetts Avenue Lexington, MA 02420 Lexington, MA 02420 JaearsonCalexinatonma.aov Idahlberg©lexingtonma gov TOWN OF LEXINGTON Contract #13-37 REQUEST FOR QUALIFICATIONS FOR Designer Services for Municipal Facilities Master Planning AWARDING AUTHORITY The Town of Lexington, acting through the Town Manager, is seeking qualified Designers / Architects to provide Designer Services for Municipal Facilities Master Planning PROJECT DESCRIPTION The Town of Lexington has established an Ad hoc Townwide Facilities Master Planning Committee (AhTFMPC) to make a recommendation to the Board of Selectmen on the sequencing of various major facilities projects over the next ten years The Town has studies completed on these facility requirements, and now prioritization is needed so that the most beneficial projects to the Town are implemented first, and alternate plans can be considered for the remaining facilities. The Town is seeking a qualified architectural firm with municipal Master Planning experience to support this committee. The selected firm will develop the work plan and scope of services with the committee to assist the committee in completing the charge In addition to evaluating the existing studies, the selected firm will complete a study of a 10 4 acre parcel that is available for purchase by the Town for a limited time The parcel is centrally located and contains an 18,000 square foot office building, a 5,000 square foot carriage house, and a 3,600 square feet residence The new study will evaluate the existing conditions of the available parcel and develop various options for meeting the existing facility needs by utilizing this available parcel SCOPE OF SERVICES The successful firm will attend all meetings of the committee, provide analysis, options, plans, and cost estimates in support of the committee responsibilities, and prepare the Final report TERM The agreement shall be from September 15, 2012 through completion of the project, projected as June 30, 2013. COST OF PROFESSIONAL SERVICES The Professional Fee for the selected service provider shall be negotiated, but will not exceed $77,000 2 GENERAL REQUIREMENTS 1 Review reports and meet and work with town officials 2. Evaluate existing conditions, prepare draft study and final report on 10.4 acre parcel options. 3. Develop options for review, present for approval and/or changes. 4. Work with department liaisons to AhTFMPC on developing plans and alternates. 5 Make presentations at AhTFMPC and public meeting 6 Prepare draft and final AhTFMPC reports QUALIFICATIONS OF APPLICANTS A selection committee will review all responses to this RFQ, schedule and conduct interviews (if needed) and recommend to the Town Manager a selection of ranked finalists The selection of the finalists will be based on• Each item should be specifically addressed• A Similar relevant prior Master Plan experience in Massachusetts municipalities B Provide List of client references for all listed projects in item A C Quality of previous work on the above projects as supported by client references D Knowledge of Massachusetts public construction laws and procedures and demonstrated experience in the planning, design and construction of municipal building projects under MGL Ch 149 E. Resumes of staff indicating professional registrations, specialties and experience. F. Financial strength and solvency of the firm. G. Identification of any litigation associated with firm projects in the previous five years H Professional liability insurance in the amount of $1,000,000 The Awarding Authority reserves the right to reject any and all proposals or to waive any of the informalities in the selection process if deemed in its best interest PROPOSAL REQUIREMENTS Applicants are requested to submit the following. B DSB 2011 Application form including current financial statement C Certifications• Certification of Non Collusion; Statement of Tax Compliance; Certificate of Authority D A proposed work plan to support the AhTFMPC over a ten (10) month period and to concurrently evaluate the 10 4 acre parcel over a three (3) month period Ten (10) printed copies and one electronic copy of each proposal must be submitted by 2:00 p.m. on Thursday, August 30, 2012 to the Department of Public Facilities 201 Bedford Street, Lexington MA 02420 The selection committee will rank the qualifications of firms.
