HomeMy WebLinkAbout2017-09-19-NCDTM-min Turning Mill NCD Study Committee Minutes September 19, 2017 In attendance: Study Committee members: Diane Pursley(Chair and Historic Commission designee), Richard Canale (Planning Board designee), Linda Wolk(Turning Mill resident), Bob Creech (Turning Mill resident) Public:Tina McBride,Turning Mill neighborhood resident. Diane Pursley called the meeting to order at 7:10 P.M. Bob Creech volunteered as scribe. Motion to adopt Meeting Minutes from 8/1/2017 by Richard Canale, second by Bob Creech Vote: 4-0 in favor to accept minutes Items discussed: 1) Discussed the recent presentations to the Planning Board and Selectmen (Joe Pato and Suzie Barry) and recent discussion with Town Counsel regarding the details of the bylaw. 2) Some of the bylaw details were discussed: a. Town Counsel redlined a lot of the Window details which were in the prior draft of the bylaw.These details will go in a guideline document separate from the bylaw. He also deleted a lot of redundancy in the bylaw that is also in the Chapter 78 enabling bylaw. b. Roof Design: i. delete the last two words, "if desired". ii. We need a definition of"Shallow Pitch". One architect consulted suggested 2:12 to 5:12. Diane will do some research and consult the Historical Commission for additional guidance before finalizing this section. 3) The Committee did not raise any open items to be closed before a Committee vote on the study report. 4) The Committee reviewed the current calendar. It was confirmed that the Historical Commission and Planning Board have been notified of the planned Public Hearing date of 11/1 at 7pm. a. Diane will contact Carol Kowalski to confirm help reserving a room, writing the public hearing notice from HC& PB and obtaining the list of names and addresses of property owners within the NCD area and 300 foot abutters. Diane will also work with Town staff to post the study report and any other documentation on the websites of HC& PB. b. Diane (as a member of the HC) and Bob (as member of the Planning Board)will recuse themselves from the Joint Public Hearing vote to approve NCD designation of the Turning Mill NCD because they live in the neighborhood and could be financially impacted by the outcome of the vote. 5) The Certified Mailing (CM) must go out in mid October. Public Notice must be given 14 days prior to 11/1, which is 10/18. a. Content of the CM i. Letter announcing the Public Hearing (Public Notice) signed by the PB& HC ii. An opt out letter (on red paper) and opt-in letter (on green paper)which states the process and deadline for opting out. iii. A cover letter introducing the NCD and explaining that the NCD is the opportunity to keep the essence of the neighborhood intact.To be drafted by Linda Wolk iv. A copy of the Bylaw 1. Including links to an electronic version 2. Also a link to the full SC Report 6) The Public Hearing a. If people raise unforeseen issues at the Public Hearing, it will be incumbent on the Joint Planning Board and Historic Commission to decide what changes to the Bylaw need to be made and those changes should be decided upon at that Nov 1 meeting. b. Mr. Canale expects that all Study Committee members will be at the Public Hearing 7) If the NCD Area needs to be redrawn, Staff will do that per Mr. Canale a. Mr. Creech will, if possible, get a couple of copies of the large format NCD Area map. He will also add house numbers and owner names to the map to facilitate an understanding of redrawing the NCD Area. 8) Motion:to approve the Study Committee Report and file it with the Planning Board and Historical Commission. Richard Canale made the motion, seconded by Bob Creech. Vote: 4-0 in favor of adopting the motion. 9) Neighborhood Outreach:The neighbors suggested starting an "endorser' list to let neighbors know who is supporting the NCD. We also reviewed a comparison document (NCD vs current state). Bob will revise. 10) Motion:to adjourn made by Richard Canale. Second by Bob Creech. Vote: 4-0 in favor.
