HomeMy WebLinkAbout2017-10-18-EDAC-min Town of Lexington Economic Development Advisory Committee(EDAC) Minutes of Meeting October 18, 2017 A meeting of the EDAC was held on Wednesday, October 18'h at 8:00 a.m. in the Parker Room of the Town Office Building. Members Present: Rick DeAngelis, John McWeeney, David Pronchick, Sig Tullmann, Narain Bhatia, Kevin McGuire, Tom Dusel, Larry Smith, Charles Minasian, George Burnell Staff Present: Melisa Tintocalis Liaisons Present: Charles Hornig, and Joe Pato Members Absent: ACTION ITEMS Plan for a Hartwell Property Owners meeting to discuss assemblage and vision for development in Hartwell MEETING NOTES Enhanced Development Overlay, Mixed Use Zoning Concept Hartwell Ave. /Bedford St. Area • Melisa Tintocalis reported that the Board of Selectmen and Planning Board had joint meeting to discuss rezoning the Hartwell north area. • Committee members discussed the need to allow for flexible uses and ability to increase density • Melisa reported that the new zoning may consider allowing small-scale housing. • Narain Bhatia reported that traffic and housing would be issues for Town Meetings with any potential rezone. Mr. Bhatia stated that only "limited housing" should be considered for the area and that a fiscal impact and traffic impact analysis should be conducted to understand the implications of proposed changes. • George Burnell stated the approach was flawed and that the analysis should maximize commercial development with a focus on new tax revenue. • Tom Dusel reported on his experience through Hobbs Brook's efforts in Waltham and stated that a zoning overlay would help establish a mindset for development in the area. • Rick DeAngelis proposed that the Economic Development Staff host a breakfast for the property owners to engage with them directly for their input on zoning and development for the area. The other committee members supported this idea and Ms. Tintocalis stated she would explore this concept with the consultants that will be studying the area. King Street Project, 75 Hayden • Ms. Tintocalis reported that the project was advancing and would be on track for the a presentation to Town Meeting that evening, October 18, 2016 RJ Kelly Project, 10 Maguire Rd. • Ms. Tintocalis reported she has been working the Brandon Kelly to advance an idea for a mini food hall concept. Economic Development Update • Ms. Tintocalis also reported that the REV shuttle bus continues to have success in attracting riders —monthly ridership averages approximately 1,700 every month.
