3. MINUTES
Approval of Minutes of Regular Meeting of September 13, 2017
Upon a motion by Robert D. Peters and seconded by Melinda Walker, the Board
voted to approve the Minutes of Regular Meeting of September 13, 2017. The roll
call vote was as follows:

5. EXECUTIVE DIRECTOR'S REPORT

Upon a motion by Robert D. Peters and seconded by Nicholas Santosuosso, the
Board voted to accept the LHA Financials for September 2017. The roll call vote was as
follows:

The thresholds on the new doors are substantially higher on 44 of 100 the units. Residents
are concerned that it is a trip and fall hazard. After residents reached out to Weidong
with their concerns, Caileen and Weidong met with the architect, Ray Falke, to discuss
modifications. The resulting change order includes: placing a ramp on the inside of the
unit and raising the exterior porch 2 inches.
This change order also includes installing blinds on all the doors and the time and
material costs of removing and installing new trim and threshold at unit 17B which was
found to be deteriorated.
Change order breakdown:
Blinds - $3,828.56
New thresholds - $3,661.24
Sleepers on porch $2,223.13
New threshold at unit 17B - $1,529.06

Upon a motion by Robert D. Peters and seconded by Richard Perry, the
Board voted to approve the Change Order in the amount of$11,241.99 for
FISH 4155093. The roll call vote was as follows:

D. Project Updates
87 Hill St rear porch
When contractors removed the porch decking they determined the structure needed
to be replaced. The footings were not deep enough, and metal ties were rusted and
rotting. It was not a safe or secure structure. Because the property is near a wetland,
the Town of Lexington required the Housing Authority to request a Determination of
Applicability. The Housing Authority went before the Conservation Board on
10/2/17 and the board had a Negative Determination with certain conditions—the
contractors must remove all excavation from site, create a barrier between wetlands
and property and rotate proposed stairs 90 degrees to go off the side of the porch.
The contractor will begin work in the next few weeks.
E. Pine Grove update
All parties are working together on final steps in the closing process. MassHousing,
The Town, LHA and owners are finalizing the regulatory agreements for the
affordable and low-income units, and the MassHousing grant agreement with the
Housing Authority. The Town is also finalizing the CPA agreement with the
Housing Authority. Other important documentation being finalized are: the
Affordability Trust documentation, condo bylaws, rules and regulations of the
association, Deeds, Condo operating budget and fees. Once all regulatory
agreements are finalized, the Town Selectmen need to vote and approve.
The current coop organization voted to approve two current owners as members of
the Condo Trust. The Housing Authority will be the third member of the Trust.
The current timeline to close is early/mid November,pending final approvals.
F. Other Business
Caileen informed the Board she was invited to a meeting with Katherine Clark on
9/18/17. Rep. Clark is on subcommittee for housing and transportation and she
wanted to hear what issues were facing agencies in her district.
Caileen also informed the Board that the Housing Authority is scheduling a cleanup
of the exterior and interior common areas at Greeley and Vynebrooke.

DHCD is scheduled to visit the Housing Authority on 10/23/2017 for the
Performance Management Review. The desk review has already come back with `no
findings'.
