Minutes of the Community Preservation Committee

Committee Members Present: Marilyn Fenollosa (Chair), Norman Cohen, David Horton, Jeanne
Krieger, Robert Pressman, Sandra Shaw, Melinda Walker.
Absent: Charles Hornig, Richard Wolk
Administrative Assistant: Elizabeth Mancini
Other Attendees: Wendy Manz, Capital Expenditures Committee liaison to the CPC.
Ms. Fenollosa called the meeting to order at 3:05 PM.
1) 2017 Annual Town Meeting Wrap-Up- The Committee discussed the recent FY18 CPA projects
presented to Town Meeting. The Committee also discussed some of the projects with last-
minute changes and how evaluating those changes so late in the process was
project proponents who submitted their complete requests in a timely manner. It was noted,
however, that some of the changes were beyond the control of the project proponents. The
CPC also discussed the Judges Road/ Pine Grove presentation to Town Meeting and how it
seemed vague and confusing.
The CPC discussed those CPA projects that still maintained available balances, despite being
approved for funding several years prior. Further discussion ensued regarding the process for
following-up with project proponents to determine the status of open projects, completed
2) Busa Property Update- Ms. Fenollosa reported to the CPC that she received an email from Bill
Kennedy of LexHAB regarding additional funding for the Busa Property. LexHAB plans toask for
approximately $700,000 to supplement previous appropriations made by Town Meeting. It was
unknown if this request would be brought to an upcoming fall Special Town Meeting or if
Ms. Fenollosa also mentioned that
there may be some additional CPA requests coming before the Committee for the fall Special
Town Meeting, especially those projects that were Indefinitely Postponed at Annual Town
Meeting.

3) Reappointments- Ms. Fenollosa reminded members that all terms expire at the end of June and
asked for everyone to have their appointing authorities re-appoint them to the Community
Preservation Committee for two-year terms.
4) Approval of Minutes- The Community Preservation Committee approved the minutes listed
below:
a. Minutes from the Open Session on March 10, 2017 (5-0)
b. Minutes from the Open Session on March 20, 2017 (5-0)
c. Minutes from the Open Session on March 27, 2017 (6-0)
d. Minutes from the Open Session on April 3, 2017 (7-0)
e. Minutes from the Open Session on April 6, 2017 (7-0)
f. Minutes from the Open Session on April 13, 2017 (6-0)
The CPC also approved the following Executive Session minutes but will release them only after they
are authorized for release by the Town Manager:
a. Minutes from the Executive Session on December 8, 2016 (6-0)
b. Minutes from the Executive Session on December 15, 2016 (7-0)
c. Minutes from the Executive Session on January 26, 2017 (6-0)
