HomeMy WebLinkAbout2007-06-21-CPC-min Community Preservation Committee June 21, 2007 Attending: Joel Adler, Norm Cohen, Marilyn Fenollosa, Wendy Manz, Leo McSweeney, Richard Pagett, Sandy Shaw, Betsey Weiss, Dick Wolk The meeting was called to order at 4:00 p.m. 1. Needs Assessment Wendy noted that she had redistributed marked up copies of the Needs Assessments and asked for any further comments. Betsey pointed out a few errors, especially with respect to goals and recommendations that were not fundable with CPA funds. Marilyn noted three changes that the Historical Commission requested for the Historic Preservation section. Much discussion was held with respect to whether the recommendations should be general or project-specific. Marilyn read the applicable section of the Department of Revenue’s Informational Guideline Release No. 00-209 (as amended) that states that “the [community preservation ] program should identify long term and short term goals and needs, set criteria for evaluating proposed acquisitions and initiatives, prioritize projects and estimate their costs.” Wendy suggested that we cross reference the Town’s Comprehensive Plan, since that document was more specific. Richard requested that all members review their sections with their boards and commissions to ensure completeness and eligibility under CPA and resubmit to him. 2. CPC Administrator job description The members reviewed the list of proposed tasks for the administrator and made suggestions and corrections. Betsey will revise the list, circulate it to CPC members and then review with Carl Valente. 3. CPC Application Betsey thanked Richard and Sandy for making the necessary date changes to the documents, and noted that they are now posted on the CPC website. 4. Fall application notice for newspapers Betsey advised that a notice must be placed in the Minuteman and Colonial Times, as well as to Carl Valente for distribution to town departments, in September to announce the November 1 deadline for submitting project applications. She will look for last year’s article to see if it can be updated and submitted. 5. MAGIC meeting on July 12 Betsey announced that MAGIC (the Minuteman Advisory Group on Interlocal Cooperation, a group of twelve communities northwest of Boston who work collaboratively on issues of mutual concern, see http://www.mapc.org/metro_area/magic.html) is meeting on July 12 to discuss the proposed CPC legislation and asked for a volunteer to attend the meeting on our behalf. Wendy agreed to attend. 6. CPC reappointments Betsey asked if members had been reappointed by their sponsoring commissions and boards for a new term, since current appointments expire on June 30. Betsey, Leo, Marilyn and Dick have all been reappointed; Sandy will be reappointed at a Recreation Committee meeting tonight; Wendy will be reappointed at the next Planning Board Meeting on June 28; and Joel, Richard and Norm will be reappointed at a subsequent Selectmen’s meeting, hopefully on July 9. 7. Next Meeting Unless something arises in the next few months that requires immediate attention, the next meeting of the CPC will be held on Thursday, September 6 from 4:00 to 6:00. 8.
