HomeMy WebLinkAbout2007-03-01-CPC-min MINUTES Community Preservation Committee March 1, 2007 The meeting was called to order by Betsey Weiss, chair, at 4:05 p.m. Also present were Richard Pagett, Norman Cohen, Marilyn Fenollosa, Sandra Shaw, Leo McSweeney, and Joel Adler. 1. It was reported that the Capital Expenditures Committee would not recommend passage of the $300,000 voted by the Committee for the Douglas House project unless the sponsoring agency, Supportive Living, Inc., agreed to pay real estate nd taxes or a PILOT. Betsey will be meeting on March 2 with Rob Addelson, Charles Lamb and a representative from Supportive Living, Inc. to discuss the matter. 2. At the Planning Board hearing on the proposed inclusionary housing by-law, the use of CPA funds for housing purposes was brought up a number of times. Betsey will answer any questions on this subject as they arise. The Committee will not take any official position on the question whether CPA funds should have any bearing on whether or not the by-law should pass. 3. Richard and Norman will be available to speak about the various projects approved by the Committee when they are brought up at the TMMA information thnd session on March 15 and the Moderator’s meeting on March 22. 4. The Committee believes that the Battle Green flagpole would be eligible for CPA funds since it is a structure. 5. The Board of Selectmen will decide whether they need presentations on any of the approved CPA projects. Richard and Norman will handle unless the Board notifies the Committee that sponsors are needed. It was speculated that there would be a request for a presentation on four projects: Douglas House, Muzzey Condominiums, Cary Hall, and West Lexington Greenway. (Lynne Pease told me th today, 3/6/07,that Richard will be coming in on March 19 to answer any questions for the BoS.) 6. The Housing Partnership has asked that when open space projects are proposed, other interested groups such as recreation and affordable housing, in addition to the Conservation Commission, be brought into the discussion to determine what the appropriate use of the property should be. The CPC discussion will be continued at another meeting to see how the process will be worked out. 7. A brief discussion was had with respect to the need for an unqualified document from the State declaring that the fifteen units in the Douglas House all qualify as affordable units for Chapter 40B purposes. 8. The Committee approved the write-ups of the projects as submitted. They will be used at the information sessions and at Town Meeting. Betsey and Marilyn will look over the write-ups to finalize them. The next meeting of the Committee will be Thursday March 29, 2007, 4-6:00pm if needed. The meeting was adjourned at 5:05 p.m. Respectfully submitted, Norman Cohen
