HomeMy WebLinkAbout2008-04-28-CPC-min.exe COMMUNITY PRESERVATION COMMITTEE Executive Session Board of Selectmen Meeting Room Monday, April 28, 2008 4:00 p.m. Present : CPC Chair, Betsey Weiss, Joel Adler, Norman Cohen, Marilyn Fenollosa, Wendy Manz, Leo McSweeney, Richard Pagett, Judy Pearson, Sandy Shaw and Dick Wolk. Also Present : John Bartenstein from the Appropriation Committee; David Kanter, Charles Lamb and Shirley Stolz from the Capital Expenditures Committee; Town Manager, Carl Valente; Assistant Town Manager For Finance, Rob Addelson; Director of Planning, Maryann McCall-Taylor and Conservation Administrator, Karen Mullins. At 4:05 p.m. a motion was made and supported unanimously by roll call vote for the Community Preservation Committee to go into Executive Session with intent to return to open session. The purpose of the Executive Session was to discuss financing options and recommendations related to land acquisition articles in the 2008 Town Meeting Warrant. Dick Wolk of both the CPC and Conservation Commission spoke of the Cataldo property and more specifically, the difference between the property identified in the appraisal verses the property the Conservation Commission desires to purchase. (The appraisal report appraises five developable lots but the purchase was expanded to six developable lots.) Discussion about the appraisal followed and questions concerning the Town’s assessment of the property were raised. It was decided that the narrative appraisal, as originally written, did not accurately cover the six lots and therefore, a revision was needed. It was agreed that Dick Wolk and/or Karen Mullins on behalf of the Conservation Commission would contact the appraiser and ask (1) that the sixth lot be added in, and (2) that page 61 (Pro Forma Net Cash Flow) be revised to reflect a 6-Lot Subdivision Plan. The conversation shifted to the Goodwin land parcels. It was noted that the appraised value is lower than the offered purchase price. Discussion followed and it was noted that Town Counsel has said that the Town cannot spend above the appraised value. Concern was expressed and it th was agreed that the Public Hearing scheduled for the following night, April 29, might need to be cancelled. A conversation with the appraiser is needed first.
