Structure of Town Government Comaittee
Sept. 26, 1966
Present Mrs. Battin, Mrs. Scharfman, Bryson, Alan Adams (newly appointed
to replace Homer Hagedorn who has resigned)
Absent Russian
Committee agreed that minutes could be in precis form, that
other members would spell Scharfman as needed, and that we recommend
to the Selectmen inclusion of an omibus article (within Art. LE.)
for typing assistance to all official town committees.
A group picture will be taken of Committee for "Minute-Man"
as confusion still exists about make-up of committee.
Recommendation to March 1967 Town Meeting should be as brief
as possible, emphasizing a few basic structural changes we recommend
and leaving the many administrative suggestions we have for an
addendum. Agreed that we can not recommend a method for change,
i.e. charter revision, without describing the actual change and
reasons for it. Basic decision we must make is whether we want a
Town Tanager and whether Planning Board should be appointed. It
would be most helpful at this point to talk to the Planning Boards
of Brookline and Concord whore appointment has worked well. Scharfman
will try to -set up such a meeting.
Following such meetings, we will review the changes recommended
in the TMMA report.
Some difference of opinion emerged in discussion whebher defining
a job is a legislative function (MIA) or an administrative. Although
need for flexibility may exist, Battin leans toward former and Adams
and Scharfman toward latter
