HomeMy WebLinkAbout1966-06-06-STG-min.pdf Lexington Structure of Government Committee Minutes of meeting held 6/6/66 Present Mrs. Richard Battin, Mrs Howard Scharfran, Mr Arthur Bryson Responsibilities for committee work were divided as follows. 1. Secretary--Scharftaan. Minutes of meetings will be sent tocid all committee members 2 Public relations---Bryson and Russian. Mrs. Kasaman will be asked to help write as needed. 1 3. Files--- correspondence, financial transactions, master copies public meetingd- Battin scrapbook of committee work- -Scharfman i Battin showed useful publications for background reading; Seharfman will try to obtain copies for Bryson, Russian and herself as others already have them: 1 Extracts from General Laws- -Municipal Bulletin #21 Dept. of Corporations and Taxation. 2 Administrative Organization in Mass. Towns--Edward T. Dowling Btreau of Government, U. of Mass., Amherst 3. Handbook for Mass Municipal Personnel Boards--Bureau of Gov't Research as above, ' 01w004, 4. Handbook fon Mass. Dowling, Bureau if L Gov't Research, as above In response to Bryson's request for material pertaining to out of state municipal administration Battin will circulate copies of Pate, Local Gov't end Administration and A Guide to Charter Drafting--Connecticut For additional bacground material Bettis is also getting Bulletin G, Association of Town Finance Committees. Battin and '' Scharfman will try to correct it for the files. Discussion of Committee procedure resulted in the decision to solicit written reactions to the TMMA report from the Selectmen, Appropriation Cmittee, Capital Expenditures Committe, Standing Sc)ool Building Comttee, Recreation Cmttee, John Carroll, Al Gray, /Misses McDonough andbRich, 'Bob Kent. (The Planning Director and Conservation Cmttee Chairman have already done so) We could then digest these reports before our next meeting, scheduled for June 22, 1966, 8:00 p.m. in the Selectmen's office. Bryson and Scha rfman requested that the committee spend some time discussing the TMMA report after the new members have read and digested becground material. Battin pointed out that all our meetings must be open and no executive seesions may be held. Discussion of time limit for report to Town Meeting brought out that anything fork the warrant ,should be in' by Dec. 31, 1966 end that we may have ti come to Town Meeting asking for more time. Battin reported that Mr. Lichtermen could cite no towns who had had poor experience with a single building committee. Note Zaleski's report represents Planning Board view, except statement botton page 4 " I believe...". 1
