Feb. 20, 2008 4:00pm Present: Betsey Weiss, Marilyn Fenollosa, Norman Cohen, Sandy Shaw, Wendy Manz, Leo McSweeny, Richard Pagett, Dick Wolk, and David Kanter (CEC liaison) was present. Absent: Joel Adler. The meeting was called to order at 4:07pm. th 1. TM will begin on March 19 and Norm thought that the CPC articles would come up th possibly on March 26. Leo said that we should send out a notice to proponents to be there on that night. Betsey said that’s a good idea but let’s wait until March to see if we can confirm the correct date and then send an email. 2. 2006/2007 Status Project review: ??Sheila Watson sent an email saying the blackout curtains may need more money. If so, the curtain increase will have to come up at a public hearing, before a TM vote. A public hearing will be needed if the land acquisitions happen, otherwise, the curtains will have to wait. ??LHS. boiler came in under budget so the question came up where do the additional funds go that were voted by TM. Richard said that Rob Addelson is going to check with DOR. ??LHS. elevator bill question-did the elevator project use the total amount of $44,000 or a partial sum? Judy, can you please check? ??Marilyn is going to make some changes to the Stone Building update after talking to Connie Rawson today. ??Wendy thought the Cultural Survey needed some revision too. Marilyn said she would look at it. ??Edits will go to Judy, Marilyn, and Betsey. 3. FY09 CPC Projects: ??Sandy suggested that we use one format in the future – Project Description, Project Objectives, Project Value, and Funding. Dave Kanter asked that a black box be added at the top of each project page that has the project name, area (affordable housing etc.), amount requested and the vote. Judy, would you please do that for each project this year? th ??Edits to Judy by Feb. 28 4. Land Acquisition- Dick Wolk said that there should be verbal appraisals by the end of next week for 3 properties and then Conservation will begin negotiations with the land owners regarding possible purchase. These 3 appraisals do not include the Busa property; that proposal does not come through the Conservation Commission but because of the Town’s right of first refusal if it is sold. 5. Munroe fire suppression system – ??Norm said that the RFP to sell Munroe went out. ??David Kanter said that the Town must fulfill its obligations regarding fire protection, and CEC supports the $500,000 plus request for Munroe. He also suggested that if the Town spends $500,000 on the building and then proposes to transfer it to an arts group for a nominal sum, Lexington residents should have an opportunity to vote on it. ??Marilyn said that it is a Willard Brown building and Willard Brown is an architect who designed many buildings in Lexington so he is Lexington’s significant architect. The Munroe building was built in the Arts and Crafts style in 1904. As it is in the Historical District, it is unlikely that it could be torn down. ??David Kanter said that the Fire Chief made a declaration about Munroe. ??Richard said that it is irresponsible to give 15% of CPA funds to Munroe when the Munroe Director said that there was no way the arts group could maintain the building. ??Preliminary vote – 4 in favor (Marilyn, Leo, Norm, and Betsey), 4 opposed. rd Next meeting Mon.
