greeted all to January 16'meeting pursuant MA Open Meeting Law • Chairman Eliot set up the waiting room and requiring people to identify themselves in an effort to prevent trolls • Chairman Eliot asked for quarterly introductions from all HFAC, Massport, FAA and MCAC members • Chairman Eliot requested Massport report to HFAC the dates Matt Greenberg and the Restoration Advisory Board (RAB) request access to Massport airfield property; Margaret Coppe would like dates reported in Annual Report o Amber Goodspeed explained the Air Force is responsible for RAB and HFAC would need to contact them • Chairman Eliot announced representatives from the North Airfield pro]ect will give a presentation to HFAC on the Draft Environmental Impact Report(DEIR) at February 20'meeting; questions will be allowed o Corinne Doud questioned release date in Massachusetts Environmental Policy Act(MEPA) Environmental Monitor;Amber Goodspeed clarified that public meetings would be held before publishing the DEIR • Minutes: The December 2023 Meeting Minutes were reviewed for approval • The December 2023 Meeting Minutes were unanimously approved with the no required amendments • Cargo or Scheduled Commercial Passenger Services • Amber Goodspeed stated there have been no requests for future scheduled passenger or cargo service • Monthly Noise Reports: presented by Amber Goodspeed In December 2023 as compared to December 2022: • 7am - l 1pm operations increased 4.1%in December 2023 • Singles(including touch and goes)increased 9.6%in December 2023 • Turbo activity decreased 2.4%in December 2023 • Jet operations increased 0.6%in December 2023 • Helicopter activity decreased 3.1%in December 2023 • Night Operations(1 1pm-7am)decreased 16.2%with 198 in December 2022 compared to 166 in December 2023 • Amber Goodspeed expounded on Margaret Coppe's question on estimates in the Annual Noise Report indicating the total number of aircraft is reported by the FAA between 7:00am and 11:00pm • Margaret Coppe forwarded link to Naples Airport Noise report from Amy McCoy • Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: • Bid for Salt Storage Shed relocation will be posted on January 17th • Pro]ect team for the North Airfield project will make a pre-filing information session to HFAC on February 20th • Draft Environmental Status and Planning Report (FSPR) expected to be filed in May 2024 • Project team presented Phase 2 of Runway 05/23 Rehabilitation project to the Bedford Conservation Commission • Agenda Items: Topics discussed on published agenda: • Robert Domnitz requested less Boston Med Flight helicopters over the Mill Street area; Boston Med Flight has shifted tracks west and any further track modifications would have to be requested through the FAA • Chairman Eliot raised discussion about concept of Massport shuttle between Hanscom and Logan o Massport provides Logan Express bus service from Anderson Regional Transportation Center(RTC) off Interstate I-93 to Logan Airport,which is only 8 miles from Hanscom Field and serves the local region • Chairman Eliot provided update on emissions study by Dr.Neelakshi Hudda; four towns each approved $6,250 o A Memorandum of Agreement(MOU)needs to be written for participating towns o Funds from Massport Community Advisory Committee (MCAC)not approved yet; committee meets Jan 18th • Chairman Eliot reported HFAC Budget cut to $2,500; received contract from the Commonwealth o Need basic website for meeting minutes,recordings and other documents o Chairman Eliot will request"HFAC.gov" and register an URL • Citizen Comments: Citizens commented on and/or asked about the following topics • Anne Sobol requested clarification on dates of release,publish and availability to public for DEIR presentation o Presentation to the HFAC on February 20th;publish and availability dates not yet available • Amy McCoy asked if Chelmsford and Boxborough complaints associated with flight schools;both unaffiliated • Corinne Doud asked again about dates of DEIR publication; February 20'presentation is the confirmed date • Jennifer Boles concerned DEIR presentation before being published not in true spirit of community outreach o Amber Goodspeed explained purpose is to provide a summary of the project that will be included in the DEIR • Jeanne Krieger queried about nighttime.]et numbers;numbers are broken down by type in the annual noise report Anne O'Connor from the Concord Bridge newspaper asked about scope of the presentation on February 20th • Anne Sobol questioned purpose of February 20th presentation;purpose is to provide a summary of the project included in DEIR,including a presentation on methodology and preliminary findings on analysis of ferry flights • Cindy Baxter concerned HFAC Meeting going to be only public hearing and wants better notification on dates o Amber Goodspeed confirmed there will be a presentation to the MCAC and other public meetings Amy McCoy asked about 2019 HFAC Meeting Minutes; Chairman Eliot has HFAC Meeting Minutes • Other Business: The date for the next HFAC meeting will be at 7:00 p.m. on 20 February 2024 via Zoom Mark Sandeen from Lexington has become the Chair for Hanscom Area Towns Committee (HATS) o The next meetings are February 8th and April 25' • Adjournment: The meeting adjourned at 8:32 p.m. Attendees: Christopher Eliot, Margaret Coppe, Thomas Hirsch, Barbara Katzenberg, Amber Goodspeed,Mike Vatalaro, Mark Wimmer, Lindsey White, Cindy Baxter, Aaron Toffler, Christopher Boles, Jennifer Boles,Patty Dahlgren, Corinne Doud,Alexandra Eliot, Lana Ignacio,Jeanne Krieger,Amy McCoy, Anne O'Connor,David Sykes and Anne Sobol.
