Marge Battin reviewed the 3 charges of the L.C.0 Mr John Frey gave a brief review of DAC charge. Attendance. L.C.C. Members D.A.C. Members Grace Chapel- Howard Clarke and Jeff Burnham Martha Wood - Planning Board Eli Klauminzer - Board of Appeals Many representatives of Forest Street residents, including Fay & Julian Bussgang Peter Kelley approximately 50 persons Joe Kilbridge attending in all David Handley Marilyn Rutishauser Mrs Battin acknowledged that the 2 committees are seeking input in order to recommend action on the Grace Chapel proposals. The Selectmen will review this particular proposal on Oct. 3 Neighborhood representatives have asked to make comments tonight. Mr Howard Clark, Sr Minister at Grace Chapel, reviewed the Church history Grace Chapel was first organized at the Old Belfrey Club in 1973 The structure was destroyed by fire in 1979 The Board of Elders and the Church Council are definite about remaining at their present Worthen Road site. The proposed center will be the focus of all the Church's Youth Activities - from Jr High students students through college. The intended use was outlined Sunday Sunday School 9-12N Counseling,service projects 12N-5 30 p.m. Monday thru Thursday Youth Ministry office hours 9-5 Drop-in Counseling 3-6 p.m. Staff Meetings 6-10 p.m. "Care Group"Meetings Fridays Youth Fellowship Activities 7-l0p.m. Saturdays Seasonal Sports 9-12N Mission Service -' Projects Noon - 6 00 p.m. Youth Seminars Outreach Projects -2- The Building Plans and Site Plan were showed to those present by Jeff Burnham. Total sq footage - 17, 000 sq feet footprint - 6,000 " Forest St. frontage - 114 ft. overall height - 48 ft. distance to Forest St. sidewalk - 25 ft. Parking Spaces 31 Basement floor - Offices, conf roam ceiling is above ground level 1st floor - Offices and youth lounge 2nd floor - Multipurpose roan, drama, sports, classrooms Questions 1. Will shuttle buses be used on weekdays and evenings between Worthen Rd facility and Forest St. site? Answer No. Traffic Study has been done but not available tonight Question. 2 What is youth population of Church now? Answer• approx. 100 Question. 3 Will the Town be able to use the parking spaces during weekdays? Answer Possibly, but it has not yet been considered Question. 4 What are traffic projections for p.m. use? Answer Traffic study not available tonight. LCC and DAC Committee Members Comments 1. Drawings of the building in place with current structures beside it in scale are very important. 2 Heavy traffic and lack of parking space on Forest Street are important concerns when this facility is in full use. 3 There are no landscape drawings or fence details in the current drawings 4 Signage, Lighting, Trash Area, Air-conditioning unit details are necessary and important. Elliot Silverman (9 Forest Street) read his letter to the committee outlining neighbors concerns 1 The Old Belfrey Club (1893) was and impressive shingle structure architectually in keeping with the surrounding neighborhood 2 Recreational Use primarily is not appropriate. 3 Overall size of building alarms neighbors, especially height. 4 Parking is probably not adequate for use plans and there is not extra parking available now on Forest St. during the day or evening hours -3- Marge Battin closed this Fort of the meeting outlining the various additional drawings wanted and the,importance of seeing the parking and traffic study She expressed the Committees concerns that without these additional items, negative recommendations would occur She suggested that Grace Chapel apply to extend their Board of Appeals application so that further study could occur Respectfully submitted, Carla Fortmann
