Outdoor Recreation Area Lighting Policy
July 2024
By vote of the Town of Lexington Recreation Committee,the following Outdoor Recreation Area Lighting
Policy,which shall apply to all recreation areas in the Town of Lexington, is adopted:
• Lighting of outdoor recreation areas for the purpose of engaging in recreation activities, including
hard court surfaces for basketball and tennis and natural and synthetic athletic playing surfaces for
field activities such as and not limited to,football,soccer, lacrosse, baseball,softball,track, cricket
and frisbee, shall only be permitted at the Center Recreation Complex and Lincoln Park. Center
Recreation Complex is permitted through 10:30pm. Lights are dimmed and remain on an
additional 15 minutes to allow for a safe exit from the facility. Lincoln Park is permitted through
9:OOpm,and remain on an additional 15 minutes to allow for a safe exit from the facility.
• The athletic lights at Center Recreation Complex and the Lincoln Park may be approved,at the
discretion of the Director of Recreation &Community Programs or designee,to provide the
Athletic Lights during early morning or evening hours based on community need, demand,and
seasonal basis.
• Athletic Lighting,shall only be operated upon issuance,at its sole discretion,of an Athletic Lighting
Permit associated with a permit approved by the Lexington Recreation &Community Programs
Department.
• Several facilities allow for drop in use of the Outdoor Recreation Facilities with athletic lighting
available set hours based on daytight savings and use.
• Temporary lights shall only be permitted at Outdoor Recreation Facilities location(s) at the
discretion of the Recreation Committee or the Director of Recreation and Community Programs
when the need and demand requires such use and under the following minimum conditions:
o A valid certificate of insurance from the organization. The general liability coverage must
be for a minimum of$1,000,000 and the Town must be named as additionally insured;
o A plan showing the requested locations,dates and hours for use;
o Only temporary lights which are powered by a zero-emissions power source shall be
permitted;
o Permitted to operate up to 30 minutes prior to sunset and until the designated end time
unless a special request is made to the Department. No permanent or temporary lights
shall be operated before thirty minutes prior to sunset or after 10:30pm unless a special
request is made to thethe Recreation Committee or Director of Recreation and
Community Programs.
• Permit fees will follow the Permit Policy and tiers for appropriate fees for the right to use
permanent or temporary lights and recovery costs of current to operate permanent lights shall be
paid to the Lexington Recreation &Community Programs Department at the time of issuance of
the lighting permit(s)and in such amount as the Lexington Recreation &Community Programs
Department may,from time to time, recommend and the Recreation Committee may approve.

Re: FY2026- FY2030 Capital Improvement Plan
The Town is beginning the Fiscal Year 2026 budget planning and presentation season. In
preparation,the Recreation Committee recommendations for the FY26-FY30 Capital Plan
recommendations will be voted during the August 2024 Recreation Committee meeting.
Here is a link to the current 5 year capital plan, FY25-FY29 for your reference in preparation
for discussions. Additionally, here is the FY2025 Capital Summary Statement.
Attached is the proposed plan summary sheets with updates per section for
consideration and discussion in addition to the Active/Funded projects within those
sections. The considerations have been compiled through direct requests from
community members, recommendations of the 2020 Community Needs Assessment,
the 2021 Athletic Feasibility Study, the Lincoln Park Master Plan, preparations for the
Center Recreation natural grass fields coming off line Summer 2026, life cycle of the
asset for health, safety, compliance and/or improved technology, and staff input.
In addition to annual programs, the following are considerations:
• Introduce and amend existing projects to reflect
recommendations of the:
2020 CommunitV Needs Assessment,
2021/2022 Athletic Fields Feasibility Study
Z023/2024 Open Space & Recreation Plan
2024 Lincoln Park Master Plan
• Impacts of the 2026—2030 while grass fields at Center

• Introduce Land acquisition place holder (last on plan in

Bros., and other major production studios to activate world-ciass
immersive experiences based on their most popular IP's. Afew

that one element seem to be rotting, and the structure is becom-

• The School Building Committee met on 7/8 and presented a timeline for the remainder of the
year and decisions to be made in preparation for voting on a design. The 8/5, 8/19, and 9/16

• Summer camps, programs, and clinics are off to a good start at the Center Recreation Complex
and the Community Center!
• Staff have been working on the fall program schedule. The Fall 2024 program guide will be
published in early August and fall registration will begin on Tuesday, August 20t"
Lincoln Park Boardwalks
The Lincoln Park Sub Committee met on 7/11/24 and voted unanimously to commence with repairs to
the composite section of the boardwalk starting as early as next week. That section of the boardwalk
will be closed off as soon as work begins. This will be funded with support of the Kirk Fund of the
Trustees funds. The work is expected to begin on/approximately July 22 and take 2-3 weeks.
Budget & Capital
• The Lincoln Field #1 and Athletic Lighting at Lincoln Fields #1 and #3 project continues to make
progress. The playground reopened in early July and Lincoln #3 is scheduled to come back
online as of Monday, July 22na
• The Muzzey Field renovation project has been completed.
• The Fiske Field renovation project is out to bid. The pre-bid meeting will take place on
Wednesday,July 17t" at 10:OOam and the bid opening is scheduled for Thursday, August 15t at '
12:OOpm. Pending the bid results, the project would begin in early September with a
substantial completion date of November 8, 2024.
• The Reservoir-Approx. 3�d week of July work will begin. Two dumpsters were delivered on
7/11/24 and the interior demolition work is expected to start in the coming week.
• Center Recreation Restrooms & Maintenance Building—the DPW has had a storage container
delivered to the site to house the machinery used at the Center Recreation Complex
Parks, Fields, & Facilities
• Aquatics
o Aqua Aerobics is off to a fantastic start! Daily attendance has doubled or even
tripled what it was during the 2023 season. Participation is now included with the
purchase of a swim memership and there is new equipment for the class thanks to a
grant from the Dana Home Fondation.
o The LTP Swim Team has grown this season with over 30 swimmers in each group (10
and under and 11 and over). We are looking forward to hosting the Middlesex
Summer League Championship Swim Meet on Saturday,July 27tn
o The Red Cross Learn to Swim Program began on June 24th. We are offering 4 two
week sessions. Most clases are full with a waitlist.
• Athletic Fields
o The fall field schedule will be completed within the next month.
• Hard Court Surfaces
o The Gallagher Courts reconstruction project has been selected for the 2024 USTA
Outstanding Facility Awards. As part of the award, we have been invited to attend
the awards ceremony being held at the US Open on Tuesday,August 27th and the �
USTA will provide an indoor award plaque and outdoor sign. �
Marketing
• July Constant Contact had a open rate of 72% (11,084) and a click rate of 6% (916).
• Cate Aggouras, our summer assistant, started sending out a weekly caregiver newsletter that
highlights the weeks program, provides a survey link, and includes staff or camper interviews.
• Over the last 30 days the Spring/Summer brochure has had over 1,000 reads and an average
read time of 5 minutes.
• Over the last 30 days the MyRec website had over 653 users.
