GENERAL COMPARISON OF CONSTRUCTION APPROACHES
Renovation and Addition - Phased in Place
PROS W4
• Reduced site scope and cost (depending on location of addition)
Options being explored to avert Article 97 process SD 3 `
• May reuse some building elements
• Retained concrete structure reduces carbon footprint
Initial construction phase can avoid use of modulars in some
options
MAIA—
CONS
• Major disruption to ongoing LHS building uses
• Multiple phases of construction extend schedule by –1 to 2 years
• Extremely constrained site may not accommodate all desired uses and adjacencies
• Existing structural bays in Buildings A, B, H, and J not conducive to appropriately -sized classrooms
• New wall enclosures would require extensive rework and underpinning of existing foundations - not
economical
• Existing structural frame not able to accommodate additional floor levels - limits efficient planning
on available site
• Existing floor -to -floor heights of 1960's concrete buildings result in low headroom in classrooms
• Large number of modulars required for some options (cost not reimbursable)

Questions
At the January 17, 2024 meeting, the following motion was approved by the
Recreation Committee:
"The Recreation Committee approves a temporary pilot program to restrict
reservations of the Adams Courts to pickleball for the 2024 season. The pilot
will run from April 1, 2024 (or whenever the season opens) to the Sunday
before Thanksgiving 2024 (or whenever the season closes) at which time
the pilot program ends and the restriction on reservations to pickleball only
will expire."
2024 Memberships
• Memberships went on sale on March 12th and sold out for the season
before the end of April.
• Breakdown of 2024 memberships sold:
• Tennis - 196 (156 adult, 40 senior)
• Pickleball - 76 (34 adult, 42 senior)
• Battle Green Tennis League - 96
• Total Memberships Sold = 368
2024 Cancellations & Waitlist
• The department has received three requests to cancel memberships so
far this season.
• These individuals referenced the lack of court availability and the
courts located closest to them (Adams) no longer being reservable for
tennis as the reasons why they wanted to cancel their membership.
• This represents $510 in lost revenue.
• There are currently 25 people on the tennis & pickleball membership
waitlist.
o Tennis - 7
o Pickleball - 11
o Tennis & Pickleball - 7
Usage at Adams Courts
• Permitted use of the courts officially began for the season on
Monday, April 1st.
• Between April 1st -June 16th, there were 1,227 pickleball court
reservations made by the public during that timeframe, an average
of approximately 16 reservations per day.
• The highest one -day total was Saturday, June 1st when there were 35
pickleball court reservations at Adams on that date.
Lexington Pickleball Club (LPC) Updates
• Representatives from LPC and staff meet monthly to discuss how the
season is going and review any suggestions, feedback, or concerns to
support a succesful pilot program.
• LPC is now a 501(c)7 non-profit organization.
• LPC membership continues to grow linearly, 44 new members in the first 2
weeks of June alone.
• LPC has a total of 581 members, 524 members are Lexington residents
(90%).
• Distribution of membership by skill: mid > high > beginners
Lexington Pickleball Club (LPC) Updates
• For the spring season (April 29th -June 30th), LPC was permitted the
Adams Courts on Monday, Wednesday, and Friday mornings from
9:00am-12:00pm and the Clarke Courts on Saturday mornings from
9:00am-12:00pm and Sunday afternoons from 2:00-5:00pm.
• LPC was permitted a total of 513 court hours between April 29th -June 16th
(excluding 27 rainouts).
Lexington Pickleball Club (LPC) Updates
• LPC implemented a paid outdoor PASS program for outdoor play from May -
October.
• LPC has sold a total of 237 passes, 201 passes to Lexington residents (85%).
• LPC considers the paid PASS members the active membership at the
moment.
• Court utilization: on average, 5 people per court at the time of play during
open play with others on a waiting list.
• Open play sessions are set by skill level, with one court manager checking
with people in and managing the rotation.
Lexington Pickleball Club (LPC) Updates
• in addition to open play, LPC hosted two open houses. Both were
heavily attended with approximately 80 people total.
• LPC began offering monthly open houses in 2023.
Pictured: LPC May Open House at Clarke Courts
Lexington Pickleball Club (LPC) Updates
• LPC has actively managed parking at Adams, including video instruction:
httr)s://www.instaaram.com/reelIC6e-itDmua0b/.
• The number one complaint from LPC members is "I cannot see the lines at
W'_1593 M M
• Another concern that has been expressed is that LPC is not permitted any
weeknight court time at Adams.
• The short term issues continue to be:
• Parking at Adams
• The color of pickleball lines at Adams
• Demand exceeding permitted hours
Next Steps - Short Term During Pilot
• Parking at Adams has been reviewed with the Transportation Safety Group
(TSG). Additional signage and improvements to accessible play spaces
should be complete this summer.
• The lining of pickleball at Adams is costly and will take courts offline. Do we
invest now or wait until the end of the pilot?
• LPC will be permitted the Adams Courts on Wednesday and Friday nights
from 5:00-8:00pm during the summer season (July 1st -August 31st) to
address the request for weeknight court time.
• Continue to define metrics/evaluative criteria to determine if pilot program is
successful (parking, attendance, challenges, etc.).
Next Steps - Long Term
• LPC has mentioned the possibility of potentially moving the program
from Adams to Clarke in the future.
• Creation of dedicated pickleball courts - currently scheduled for FY27. A
location has not been identified and this request may need to be
paused to FY28 until a location is identified/purchased, etc.

hello
im finding that it's near impossible to het courts when i want to ]lay with my kids after school and
work or on weekends. also, the courts nearest to me where we used to bike or walk from home
(adams park) are now pickleball only. we now always have to get in the car and drive quite far
when we ever get a reservation. lexington seems to be making pickleball for older players more
accessible at the expense of tennis for kids and parents who still love tennis sport and want to
pursue it seriously. i would assume that the pickleball crowd has more flexibility to drive and find
courts vs. families of younger kids who now have nowhere to go in town, since they tend to be
older with grown kids or no kids at home.
keeping all this in mind, i would like to request a cancellation and refund of my tennis
membership for lexington. i can spend this money to get memberships and guaranteed courts in
nthPr trnninc (\nialtham %niinrhattar hiirlinatnn hillariral en that i and mxr kirk ran rnntiniia
playing. we have to drive every time so might as well go to other towns.
please feel free to share this with whoever in the town office is making decisions that are
impacting tennis families. i know many others who are canceling due to the lack of infrastructure
and support for the sport.
regards,
raghav

thank you peter for sharing this. personally, i think there is tremendous room for both sports to grow and for residents to enjoy
them without shortchanging either. there are so many undeveloped parks that could be used to build new courts so that the
growing demand can be addressed (example: bowman park next to my house is a perfect space for this). lexington really needs
to consider building additional rec spaces with the growing demand for these sports. we seem to allow new single family home
construction everywhere but not the facilities to support the population that comes with it (example: this projects with 10
homes in places of one across the street from me:
https://www.linccolelane.com). where are these families and kids go to play in the neighborhood? there is not a single park nearby.
i definitely respect the pwg group for dedicating time to resolve this short term. I'm a data point of one of course but ober the last 22
years i have lived in houston tx (city and suburb), and atlanta ga (city and suburb), peoria it (town), and even hamburg germany (city)
and except for hamburg never had such a hard time finding tennis courts. the fact that we have to pay membership just to book courts
on an app even after paying taxes to develop facilities just seems wrong. no other neighboring towns require this to my knowledge.
secondly, in this report, nowhere is age and transportation mobility considered for tennis and pickleball players. my contention is that
the 5yo to 45yo demographic would skew heavily towards tennis, while the older group would go towards pickleball. it is cited that
pickleball players are having to drive to other towns to find courts. well, so are tennis players, who in fact have to lug kids and gear
along as well. some day i and others like me will take up pickleball too but then it will also be easier for me as well to leave my kids to
their activities and hobbies as they'll be independent.
sorry for somewhat disjointed arguments but i hope to more actively contribute to these processes in the future as the kids grow. as
working parents we need to make more time to speak up for our needs in forums that we tend to often miss due to timing and work
and kids' commitments.

Hi Raghav,
Your tennis membership has been cancelled and a refund in the amount of $145.00 will appear on your credit card statement within
the next few days.
Please know that meeting the demand for both tennis and pickleball in Lexington has been an ongoing discussion over the past few
years and that a considerable amount of thought and time has been spent on this topic. The Tennis and Pickleball Working Group
was formed in Fall 2022 and was tasked with addressing issues pertaining to this topic. This effort culminated in a final report that
included both short-term and long-term recommendations.
The Recreation Committee voted at its meeting on January 17, 2024 to approve a temporary pilot program to restrict reservations of
the Adams Courts to pickleball for the 2024 season. The pilot program will continue to be monitored in the months ahead and, if
deemed necessary, any adjustments will be made following the 2024 season.
Thank you for your continued support and have a good night.

hello
im finding that it's near impossible to het courts when i want to Ilay with my kids after school and work or on weekends. also, the
courts nearest to me where we used to bike or walk from home (adams park) are now pickleball only. we now always have to get
in the car and drive quite far when we ever get a reservation. lexington seems to be making pickleball for older players more
accessible at the expense of tennis for kids and parents who still love tennis sport and want to pursue it seriously. i would
assume that the pickleball crowd has more flexibility to drive and find courts vs. families of younger kids who now have nowhere
to go in town, since they tend to be older with grown kids or no kids at home.
keeping all this in mind, i would like to request a cancellation and refund of my tennis membership for lexington. i can spend this
money to get memberships and guaranteed courts in other towns (waltham, winchester, burlington, billerica) so that i and my
kids can continue playing. we have to drive every time so might as well go to other towns.
please feel free to share this with whoever in the town office is making decisions that are impacting tennis families. i know many
others who are canceling due to the lack of infrastructure and support for the sport.
regards,
raghav

Hello,
Thank you for purchasing a Tennis or Pickleball membership for the 2024 season. We are once again partnering with
PlayLocal to offer an online court reservation system, so you will be able to reserve a court anytime from the comfort of your
home!
The directions on how to make an online tennis/pickleball court reservation are attached to this email. To begin, you will go
to PlayLocal. Before you make a reservation, you should click on Join Now in the upper right-hand corner and then choose
join with email. This will allow you to create an account by entering your email address and a password. Once you create
an account or if you already have a PlayLocal account from previous years, you should click on Sign In (also in the upper
right-hand corner) each time you go to the website to make a reservation.
PlayLocal has confirmed that your information has been added to their system and it will recognize that you have a Tennis or
Pickleball membership. This means that there is no fee for daytime reservations and the cost is $20.00/hour for the lighted
Gallagher Tennis Courts at night. In addition to giving step-by-step directions on how to make a reservation, the attached
document gives a sample of the email confirmation that will serve as your permit as well as steps on how to cancel a
reservation, if necessary. In addition to being available online, you can also make reservations from the PlayLocal mobile
app.
Here are some general rules and guidelines to remember:
• Courts are available for reservations seven days per week, 8:00am-8:00pm from April 1, 2024 — November 24,
2024 (weather permitting).
• There are 10 lighted courts at the Gallagher Courts available for night play with a paid reservation until 9:00pm.
The light schedule will be adjusted on a daily basis, so be sure to make any lighted reservations by 12:OOpm
on the day of the reservation. For the spring season, lighted reservations will be from 7-8pm and 8-9pm on
April 1st -April 30th and from 8-9pm on May 1St -June 30th
Court reservations may be made online up to 2 weeks in advance.
A person may make only one reservation (one hour/one court) for any given day.
The courts will go live on PlayLocal at 6:00am each day.
NEW FOR 2024 — Adams #1 and Adams #2, along with Clarke #3, will be reservable for pickleball play only-.
If you arrive more than 15 minutes late to your reservation, you forfeit use of the court for the entire hour.
Once you make a reservation, if you are no longer available at that time, please be sure to cancel your
reservation ahead of time. Your consideration for fellow tennis/pickleball players is greatly appreciated!
No refunds are given. Rain checks will be issued.
Private and semi -private lessons are not allowed on any of the Town courts.
If you have any questions, please do not hesitate to contact me. Thank you for your continued support and we hope that you
enjoy the PlayLocal platform this year!
Thanks,
Peter

Hi Raghav,
Your tennis membership has been cancelled and a refund in the amount of $145.00 will appear
on your credit card statement within the next few days.
Please know that meeting the demand for both tennis and pickleball in Lexington has been an
ongoing discussion over the past few years and that a considerable amount of thought and time
has been spent on this topic. The Tennis and Pickleball Working Group was formed in Fall 2022
and was tasked with addressing issues pertaining to this topic. This effort culminated in a final
report that included both short-term and long-term recommendations.
The Recreation Committee voted at its meeting on January 17, 2024 to approve a temporary pilot
program to restrict reservations of the Adams Courts to pickleball for the 2024 season. The pilot
program will continue to be monitored in the months ahead and, if deemed necessary, any
adjustments will be made following the 2024 season.
Thank you for your continued support and have a good night.
Thanks,
Peter

Re: Concerns about the proposed new high school
During the school building committee meeting held on 5/13/24,
the SBC selected a few options to move forward with. In select-
ing those options, B1 was the only add-on/reno option, while all
the other plans favored building a new school. (There was a re-
quest for a D2 but that hasn't been designed yet).
I would like to raise some concerns regarding the options chosen
by SBC that unfavorably affect the school and town:
• Environmental and sustainability issues
o A new construction will affect our wetlands, create more pollu-
tion and carbon emission. It will damage the center fields that
have been renovated in the last few years.
o B1 does not save the useful portions of the new school that
would lead to cost savings.
o Some committee members have previously rejected 131 be-
cause the phasing is unacceptable.
o B1 does not align with the spirit of the MSBA requirements to
provide a plan that gives taxpayers a cost-effective alternative to
a new school.
o Our town is all about sustainability, yet the option of preserving
PCLILJ VI L11U JGIIVVI IVI CLCJIIICUU, GUILUICII, dIIU IIIJLVIRi VGLIUU VVGLJ
not considered.
• Budget
o Having a new, more sustainable option will allow for improving
the school and providing a lower cost option.
o If the only option offered is a new school with a hefty price tag,
the town risks jeopardizing the entire building project when the
option goes to a vote in November/December 2025.
Additional add/reno plans should be submitted to SMMA that pro-
vide the taxpayers with the opportunity to save on construction
costs and save on rebuilding the playing fields, while at the same
time provide acceptable phasing. Despite requests from local ar-
chitects and builders to meet with SMMA and provide an alterna-
tive, that hasn't happened.
It is important to remember that it is not the building that makes
Lexington the best education system around as is evidenced by
years of excellence.
Thank you, Sarela Bliman-Cohen
