Judy Uhrig, later in the meeting Betsy Anderson, Pat White, Bob Dorer, Bedford Bill Sullivan, John Hollywood, Jim Waggett, Concord John Caswell , Liz Corcoran, Terry Fenton, Lincoln Barbara Patzner, Airport Mgr & Norman Faramelli , Massport Robert Nash, Minuteman N H Park Bob Sloane, EOTC Larry Smith, Cranberry Hill Associates MASSPORT PLANS The chairman opened the meeting by expressing his appreciation for the prompt arrival and strong attendance by the representatives of the four towns and then asked Norman Faramelli of Massport to bring the members up to date on developments at Hanscom A base map of Hanscom Field and environs, showing topography, special zoning and wetlands in the abutting towns had been sent to the planners for review and updating These plans will be used to assure compatible development on Massport land Copies of this map were distributed to those present and a list of Massport sites within each town to be considered for development was reviewed Mr Faramelli said that based on a preliminary review, it appears that five sites at Hanscom are potential for future aviation-related or aviation-dependent development These sites were pointed out the map and discussed As the new Airport Manager at Hanscom, Barbara Patzner reported on airport con- struction plans for runways, T-hangars and paving and gave a time schedule for com- pletion of each project Implications on drainage were discussed and Ms Patzner assured the committee that this aspect would be taken into consideration in the implementation of plans There was discussion of a proposed commuter bus service from Hanscom to Logan and of its impact on Rte 2A, the Battle Road Mr Faramelli said that he had not heard of any such proposed service Peter Barker noted the concerns of the Hanscom Field Advisory Commission regard- ing the implications of current and potential changes at Hanscom and restrictions recently imposed on small aircraft at Logan Regarding development at Hanscom, Mr Faramelli urged that the committee look at development which has taken place in towns abutting Hanscom, which over the past years is greater than increased development at the airfield He felt that any impact resulting from diversion of small aircraft from Logan would not be extreme NATIONAL PARK Robert Nash, Director of the Minute Man National Historic Park, reported that work on plans for future development at the Park were proceding slowly, but that he expected that a draft plan will be printed and distributed in May He reviewed plans for relocation of Rte 2A and goals for restoration of the Park to create an 18th century ambience Small changes to be made in the Park boundary line were pointed out r -2- Mr Eddison thanked Mr Nash for the update on Park plans HATS II ORGANIZATION Mr Eddison asked that the names of planners designated from each town be given to him at the end of the meeting He noted that there was a need to con- sider procedures for utilization of the planning support in the analysis of what is taking place at Hanscom and its subregion He also asked that the list of official HATS II designees from each town be completed TRACER LANE DEVELOPMENT John Oberteuffer reported on a proposed 55,000 to 65,000 s f office park at 1 Tracer Lane on the Lexington-Waltham town line The Lexington Conservation Commission will hold a continued hearing on the plans when additional required information has been submitted The Tracer Lane site abuts the Hobbs Brook/Cam- bridge Reservoir, Rte 128 and Rte 2 in Lexington The proponents are proposing to gain access to the parcel by means of a bridge over surrounding wet areas The Commission is concerned because of the impact on the reservoir and sur- rounding wetlands The City of Cambridge is threatened by the effect of continuing development on water quality in the reservoir because of salt and other impurities in the run-off from roads, parking lots, etc CONCORD DEVELOPMENTS William Sullivan informed the committee of two current developments in Concord A fitness center at the Damon Mill Industrial Center and High Voltage Engineering has proposed plans for construction BOSTON PROPERTIES DEVELOPMENT John Caswell reported on the plans of Boston Properties for a very large devel- opment off Winter Street in Waltham on land that borders Lincoln and overlooks the Hobbs Brook Reservoir The impact of traffic from the project on Lincoln and abut- ting towns was discussed A hearing on the matter will be held by the County Com- missioners on February 2nd at the Middlesex County Hospital in Waltham Mr Caswell urged attendance by HATS II members, if possible He plans to prepare a letter to the Commissioners raising issues of concern regarding the Boston Properties and commercial development occurring in the Rte 128/Winter Street area and asked that Selectmen of the three other towns express their support by signing the letter BEDFORD Betsy Anderson reported on plans for expansion of the Raytheon facility in Bedford LEXINGTON & BEDFORD, CADILLAC-FAIRVIEW LAND Jack Eddison updated the committee on the status of a 270 acre, landlocked Burlington site on the west side of Rte 3 on the Bexington and Bedford lines, which had been taken by eminent domain by Burlington As the result of a lawsuit, a court judgment is requiring a payment by the town of $12,000,000 to the owners To cover the cost of this judgment, Burlington is proposing to provide access to the site to make it available for development In so doing it is seeking to avoid active -3- opposition from Lexington and Bedford MEETING SCHEDULE No date was set for the next HATS II meeting but it was agreed that a meeting on Hanscom area land issues should be held by the planners from the four towns at an early date A meeting of the full committee will be called after the plan- ners have had an opportunity to review current development plans and projects The meeting was adjourned at 9 45 p m
