HomeMy WebLinkAbout1987-12-10-HATSII-min.pdf HATS II MEETING 013(// � Ur �� UI� December 10, 1987 U Estabrook Hall Cary Memorial Building PRESENT Jack Eddison, Lexington Selectmen Judy Uhrig, Lexington Planning Board Terence Fenton, Lincoln At-large representative Liz Corcoran, Lincoln Planning Board William Sullivan, Concord Selectman Bob Dorer, Bedford Planning Board John McCullough, Bedford Selectman Patricia White, Bedford Conservation Commission Bob Nash, Minuteman National Park Cheryl Soon, Mass EOTC Bob Sloane, Mass, EOTC Norman Faramelli , Massport The meeting was called to order by Jack Eddison at 7 50 p m MEMO OF AGREEMENT, FOUR TOWNS Mr Eddison referred to the draft Memorandum of Agreement among the Towns of Bedford, Concord, Lexington and Lincoln, previously distributed and approved by Lexington and Bedford Selectmen He noted that the Lincoln Selectmen had suggested changes in language which he felt served to tighten and improve the agreement Mr McCullough said he approved the revisions and, while he could not be certain of his Board' s response, he believed that their previous acceptance would probably still stand Mr Eddison felt that the Lexington Selectmen would also approve the changes Concord's approval of the draft with the Lincoln changes, had been given to Mr Eddison The draft will be revised and again distributed for signing and dating ORGANIZATION OF THE RECONSTITUTED COMMITTEE Mr Eddison, as a relatively new member of HATS, asked about past procedures for selection of a chairman of the committee, noting that under the rotating system, Lexington would be host town for the year Upon motion duly made and seconded, Mr Eddison was elected as Chairman of HATS II No other officers were designated PLANNING STAFF SUPPORT Mr Eddison referred to the need of the committee for Planning staff support to address some issues, particularly with respect to Massport and Air Force proposals for land use He noted that Lexington' s planning professionals' work load was heavy, especially at this time of the year but felt it would be difficult for the committee to analyze forthcoming proposals without some level of staff support He asked for direction as to how to handle this aspect Mr Sullivan said he thought it would be sufficient to have planners available for comments and reaction on proposals, without the need for on-site reviews He felt that Massport could supply the committee with adequate information on which to base recommendations HATS II Meeting -2- December 10, 1987 Ms White added that the Hanscom Field Advisory Commission also has much information which could be made available This information had been generated by Massport with assistance from local planners Ms Corcoran suggested that a subcommittee be formed in each community, com- prised of people with expertise and knowledge of the larea Mrs Uhrig referred to the need for updating and asked for the opportunity for HATS members to review Massport' s current Land Use plans Mr Faramelli agreed to provide an up-date and explained that a series of maps on various proposals already exists Information on potentially developable land could also be presented This presentation, by Massport, was suggested as a first step and Mr Faramelli was asked how soon it could be developed He responded that information was needed from each town on zoning, traffic, wet areas, potential development and any restrictions on land abutting Hanscom This information would be integrated with that provided by Massport Mrs Uhrig said she would request that Bob Bowyer, Lexington Planning Director, contact Mr Faramelli. Planners from the other Towns will do the same and these con- tact people will be identified by the delegation from each town January 21st was suggested for the presentation by Massport as well as for an update by Robert Nash on the current status of plans for the Minuteman National His- toric Park Mr Faramelli again referred to Massport's reluctance to agree to a Memo of Understanding He said that Massport would voluntarily comply with the Towns' wishes regarding compatible uses in the case of any future Hanscom development SENATOR AMICK Carol Amick joined the meeting at this point Mr Eddison recapped discussions and decisions which had taken place Senator Amick commended HATS for its efforts and Mr Eddison for his effective leadership in reorganizing the 4-town agency She reported on her conference with Massport Director Davis which she said had been very positive and that Mr Davis had appeared to be disposed to trying to provide information on Massport' s future plans Ms Amick will provide a copy of Massport' s Charter, as requested by Mr Dorer Delegates were asked to provide the names of planning staff designees by January 21st, which was decided upon as the next meeting date The meeting was adjourned at 9 10 p m
