The leading item on the agenda was the presentation by Col Charles Seifert
of Hanscom Air Force Base of the so called "35 Percent Drawings" of the Compre-
hensive Plan for the Base Chairman Jack Eddison welcomed Col Seifert and
several other officials from the Base and invited them to spell out for HATS II
the nature and implications of the Comprehensive Plan In a 1 1/2 hour slide
presentation with detailed charts , maps and verbal commentary, the Colonel out-
lined what the Air Force was proposing under the Plan He emphasized that the
Plan is a process intended to show "where we are now, where we would like to be
in 15 years and what it will take to get there " He emphasized that the Plan is
a living document that will be updated periodically He gave September-October,
1989 as the expected date for the 100 percent stage of the current version of the
Plan
The presentation on the Plan was followed by a question and answer period in
which there was heavy emphasis on the traffic generating implications of the pro-
posed construction on ,the Base Colonel Seifert was questioned concerning the
relationship between what was being proposed in the Base' s Comprehensive Plan and
the projected rerouting of Route 2A in the Master Plan for the Minuteman National
Historic Park He responded that the rerouting of 2A and the possible closing of
Old Mass Avenue would not be a problem for the Air Force However, they would
object to the proposed closing off of Airport Road since it was needed to handle
rush hour traffic on and off the Base
The Colonel was asked to give HATS II in hard copy the statistical and tabu-
lar material that he had presented in his slide show He agreed to do so
The meeting then turned to the second item on the agenda, the proposal for pro-
fessional support and for MAPC assistance to HATS II The Chairman distributed two
memos to the group The first was from himself, in which he recommended a) that
the four town earmark funds in their FY1990 budgets for professional consulting
services for HATS II; and b) that the towns approve an agreement for professional
services to be provided to HATS II in FY1989 by MAPC The second memo was an out-
line of the proposed assistance from MAPC. The Chairman then introduced Ed Bates ,
Deputy Director of MAPC, who explained the MAPC proposal for professional assistance
to the HATS II community
The representatives of the four towns were asked to submit the MAPC proposal
to their respective Boards of Selectmen and, if possible, obtain their approvals in
advance of the next HATS II meeting That meeting was scheduled for Thursday,
Jz.nuary 19, 1989 , at 7 30 p m. in the Lincoln Town Offices
The final item of business was the transfer of the chairmanship and of the
administrative responsibility for HATS II from Lexington to Lincoln Selectman
Warren Flint of Lincoln is to be the Chairman in CY1989 It was agreed that the
procedural details of the transfer would be worked out in an informal meeting
between the incoming and outgoing chairmen before the end of 1988 Warren Flint
then expressed his appreciation and that of the HATS II towns for the contributions
to the organization made by the retiring chairman
