HomeMy WebLinkAbout1993-07-08-SPAIG-min.pdf MEMO TO Implementation Planning Group FROM Peter Enrich RE Minutes from 7/8 meeting, etc DATE July 17, 1993 Present Andy Friedlich Karen Dooks, Nancy Cannalonga Nancy Adler Neal Boyle Donna Hooper Marge Battin , Betty Eddison Jay Kaufman , Narriman Behravesh, Rick White John Oberteuffer Peter Enrich Absent Paul Hamburger Bill Dailey , Dan Fenn George Burnell 1 Peter reported on contacts with Dovid Williams on behalf of Planning .Board, who expressed concerns about relationship between this strategic planning process and their comprehensive plan process which will also involve public hearings toward the end of 1993 but also indicated en interest in coordinating and cooperating with our process 2 Jay reported on contacts with some 6-8 strategic planning professionals who have indicated an interest in advising or working with us Nariman Behravesh of D R I was able to join the meeting others hoped to join future meetings In addition Linda Roemer (Simmons College) sent a letter offering some thoughts a copy of which is attached 3 There was extended discussion of the goals of the strategic planning process and of what role the first round of hearings should play No clear consensus beyond what had already been captured in the early parts of the 6/23 Implementation Plan emerged The sense of the meeting was that the first round of meetings should be designed to be maximally receptive of input, should be focussed on core values and perhaps should be followed by some kind of survey as a next step toward identifying community expectations and concerns 4 After aTpo1-1 of those present it was agreed that the first round should involve 5-10 hearings held in September and October with a general inclination toward 9 hearings perhaps one in each precinct 5 It was agreed that both facilitators and recorders for the hearings should be clearly objective and preferably , disinterested and that this was particularly vital in the case of the recorders In addition it was agreed that there should be tape recordings of all the hearings 6 It was agreed that subgroups should work on the three immediate tasks that have to be addre eed in preparation for hearings in the fall but that, pending authorization from the Board of Selectmen, the subgroups should not take concrete steps toward implementation The subgroups and their members are as follows a Facilitators and recorders Friedlich ( lead ) , White, Boyle Adler b Sites and schedules Cannalonga (lead) Enrich Boyle c Publicity Eddison (lead) , Kaufman , Hooper, Friedlich, Mary Lou Touart 7 Next meeting of whole group will be at 7 AM on Thursday July 22 In the intervening two weeks, the subgroups will start work in their areas Jay will look into possibility of a group of the strategic planning professionals coming to the 7/22 meeting, or one in the next few weeks to offer their guidance on how we should be proceeding and where we should be heading Rick will pursue the possibility of a similar presentation by someone with national experience in municipal strategic planning and will also put together a bibliography on the topic ATTACHMENTS a Names end addresses of participants in planning group b Notes (from Marge Battin) on experiences of neighboring towns with comparable planning processes c Letter from Linda Roemer REMINDER NEXT MEETING UN THURSDAY , JULY 22 at 7 AM
