COMMUNITY PRESERVATION COMMITTEE
10 December 2007
Present: Betsey Weiss, Chair; Joel Adler, Norm Cohen, Marilyn Fenollosa,
Wendy Manz, Leo McSweeney, Richard Pagett, Sandra Shaw, Richard Wolk.
David Kanter, CEC Liaison, was also present.
The meeting began at 4 PM and went immediately into discussion of the nine
proposals presented at the Public Hearing on 6 December, with the intent to vote
our recommendations for Town Meeting.
1. HOMEBUYER ASSISTANCE PROGRAM: Betsey Weiss informed the
committee that new information had been received from the Housing
Partnership. It was agreed to postpone discussion and a vote until next
week and to review the new material in the meantime.
2. BELFRY HILL TREE RESTORATION: The Committee voted
unanimously to support the Tree Committee’s request for $9,850, subject
to Town Counsel’s opinion on its eligibility for CPA funding.
3. HANCOCK-CLARKE RESTORATION: It was the unanimous sense of
the Committee that it would like to support the Historical Society’s
request for $600,000. However, there was also concern that the
disappointing news about two of the grant requests meant that, with CPA
monies, there would only be $850,000 of guaranteed funding for the
$1.3M project. It was decided to ask the Society’s executive director to
prepare an analysis of what could be accomplished if $850K were all the
money in hand this year and to come to our meeting on 17 December to
discuss this. Once we have that information we can vote on whether or
not to recommend this project.
4. OLD RESERVOIR MANAGEMENT: The Committee voted unanimously
to support the Recreation Department’s request for $55,000.
5. VYNEBROOK VILLAGE WINDOWS: The Committee voted
unanimously to support the Housing Authority’s request for $158,686.
6. ARCHIVE RECORD MANAGEMENT & CONSERVATION: The
Committee voted unanimously to support the revised request from the
Town Clerk for $150,000.
7. PARKER MANOR CONDO PURCHASES: Subject to Town Counsel’s
opinion on its eligibility for CPA funding, the Committee noted its

unanimous support for this request from LexHAB if the units qualify for
inclusion in the State Housing Inventory. If they do not qualify for the
SHI, and therefore do not count toward meeting our 40B requirement, a
large majority of the Committee would nevertheless support it; one
member (Pagett) would not. A formal vote will take place once we have
Town Counsel’s opinion.
8. HOUSING SPECIALIST POSITION: Town Counsel believes that this
request from the Planning Department does not qualify for CPA funding
and the Committee voted 3 (Adler, Shaw & Weiss) to 6 against a motion
to forward it to Town Meeting for support.
9. SENIOR CENTER DESIGN, RENOVATION, AND EXPANSION:
Because the feasibility study is not yet complete, and the Selectmen
have yet to vote a site for the Senior Center, it was voted 7-2 (Fenollosa,
Manz) to include this proposal in the warrant as a placeholder and take a
formal vote on whether or not to recommend support once the feasibility
study is completed and the Selectmen have made a site selection.
There will be one revision and an addition to the projects to be dealt with at the
next session of the Public Hearing:
- The DPW is revising the request for funding to build an ADA
accessible ramp at the front door of Town Hall and will instead
be asking for funding for making the bathroom facilities on the
ground floor of Town Hall ADA compliant.
- The proposal first submitted, and then withdrawn, for the
Munroe School Fire Suppression System, is apparently now
going to be resubmitted.
The next meeting of the CPC will be the second session of the Public Hearing on

Thursday, December 13 at 7 PM in Cary Hall.
The meeting was adjourned at 6:00 PM.
