Pursuant to the Change of the Board of Selectmen, dated
September 11, 1995, the members of the LexHAB Ad-Hoc Review
Committee, after meeting on September 26, October 10, November
2, November 21, December 5, 1995 and January 9, 1996 make the
following recommendations
I
It is recommended that the Board of Selectmen direct LexHAB
to adopt the following procedures with regard to notices to be
sent regarding informational meetings and public hearings
regarding any proposed development of so called scattered site
housing, including proposed purchase of any existing housing
1) Notice of a neighborhood informational meeting
regarding proposed scattered site housing shall be
sent no less than two (2) weeks prior to such a
meeting to all abutters, owners of land directly
opposite of such site on any public or private street
or way and abutters to the abutters within three
hundred (300) feet of the property line of said site
as they appear on the most recent Real Estate Tax
Commitment List prepared by the Board of Assessors
Notice shall also be sent to the three (3) officers of
the Town Meeting Members Association for the precinct
in which the proposed site is located
2) Notice of all meetings before the Board of Selectmen
with regard to proposals of LexHAB development
proposals and any Board of Selectmen vote thereon
shall be sent no less than two (2) weeks prior to such
meeting to all abutters, owners of land directly
opposite of such site on any public or private street
or way and abutters to the abutters within three
hundred (300) feet of the property line of said site
as they appear on the most recent Real Estate Tax
Commitment List prepared by the Board of Assessors
Notice shall also be sent to the three (3) officers of

in which the proposed site is located

It is recommended that the Board of Selectmen direct LexHAB
to pursue the purchase of existing housing units (single family
dwellings, duplexes, condominiums, etc ) including the land, if
appropriate, as part of its strategy to provide affordable
housing in Lexington We recognize that, due to financial
constraints, LexHAB would need to be selective in pursuing this
approach and that other methods of providing affordable housing
would continue to be employed However, we believe that
opportunities do arise for LexHAB to purchase existing housing
stock at favorable prices and we recommend that LexHAB search
for these opportunities to and to act on them
III
It is recommended that the Board of Selectmen, either
itself or by a direction to LexHAB, investigate the practical,
economic and legal feasibility of establishing a program
whereby elderly Town residents can convey title in real
property after a life estate to the Town of Lexington in return
for reduction/waiver of real estate taxes Such real property
could then be conveyed to LexHAB for the purposes of providing
additional affordable housing in the Town
