HomeMy WebLinkAbout2024-08-08-AC-att-copy Creating Community Through People, Parks & Places August 8, 2024 To: Glenn Parker, Chair, Appropriation Committee Fr: Melissa Battite, Director of Recreation and Community Programs Re: Reserve Fund Transfer Request The Pine Meadows Golf Course has experienced two equipment failures that is impacting the ability to adequately maintain the golf course. The first is the VFD (variable frequency drive) to the pump station has failed. The original system was upgraded in 1996. The VFD controls two 25 hp horizontal pumps that pump water from the upper pond to the lower pond. Water from the lower pond then supports the irrigation needs of the course. This panel has had repairs and maintenance over the years and is now in need of full replacement. Staff have been manually turning the pumps on daily (at 3am) for over three weeks to best support the irrigation needs of the course and prevent long term damage. Long term manual use of the pumps can cause the pumps to burn out and fail and replacing the VFD as soon as possible is the recommended. There is a six-week lead time, once ordered, for the VFD to arrive. The estimated cost is $25K including installation. The life expectancy is 10-15 years and will be built into the Recreation Committee Capital Improvement Plan. The warranty is one year. The second is the wells. Both wells have failed and are inoperable. The wells were initially installed in approximately 1996-1998. The wells are located along the 2nd fairway and collect ground water that then is used to support the irrigation of the course. The wells have had preventative maintenance approximately every 4-5 years and as needed. The cost to rebuild the wells are approximately $15k each. The life span of a well is typically 20-30 years and will be built into the Recreation Committee Capital Improvement plan. The typical warranty on repairs and maintenance is one year and will be confirmed. The Recreation and Community Programs Department will be initiating on call contracts for preventative maintenance needs for the pump station and the wells and will be absorbed with the Recreation Enterprise Fund operating budget. The costs are not expected to significantly impact the operating budget in the future. We are requesting a Reserve Fund Transfer of $60,000 to the Recreation Enterprise Fund to be returned from the Recreation Enterprise Fund Retained Earnings through a vote of Town Meeting.
