Chair Paul O’Shaughnessy called the July 11, 2024 Historic Districts Commission meeting to order
at 6:01pm.
FORMAL HEARING
Chair Paul O’Shaughnessy opened the formal hearing for 1800 Massachusetts Avenue, exterior
alterations (Painting) in the Battle Green Historic District

The applicant explained the proposed exterior painting plans for the structure at 1800 Massachusetts
Avenue.
The Commission conditionally approved this application. Some commissioners agreed that the proposed
color was too dark, which will make the second floor of the building look heavy. Lee Noel Chase will be
delegated to serve as liaison for this application. It will be administratively approved once there will be
an agreement as described during the meeting.
No Public Comments.
Chair Paul O’Shaughnessy made a motion that this painting color scheme will be administratively
approved with the conditions that brick remains exposed, the bricks facing the parking lot and along
Historic Districts Commission 1 / 2
the side street also remain unpainted, the cornice remains white, and painting plans on the parking
lot side will be needed. The question of color choice of this application will be delegated to Lee Noel
Chase’s review and approval administratively. Edward Adelman Seconded. Motion carried, All in
favor.
Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to
1800 Massachusetts Avenue subject to Lee Noel Chase’s administrative approval. Motion carried,
All in favor.
CONTINUED HEARING
Chair Paul O’Shaughnessy opened the continued hearing for 1011 Massachusetts Avenue, exterior
alterations (Window Replacement) in the East Village Historic District

The applicant explained the proposed window replacement plans for the structure at 1011 Massachusetts
Avenue.
The Commission agreed the proposed window replacement plans were appropriate.
No Public Comments.
Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to
1011 Massachusetts Avenue. Motion carried, All in favor.
Chair Paul O’Shaughnessy opened the formal hearing for 4 Percy Road, exterior alterations (New
Construction) in the Munroe Tavern Historic District

The architect explained the updated proposed new construction plans for 4 Percy Road.
The Commission agreed to continue this application to next HDC meeting. Bob Adams and Dan Hisel
will continue to serve as the consultant and liaison for this application. The commissioners will do a site
visit for this application.
Richard Foley, 6 Percy Rd, attended this meeting and will send a letter after the meeting for his concerns
regarding this new construction at 4 Percy Rd.
