AFFORDABLE HOUSING OPTIONS COMMIME
June 21, 1989
The second meeting of the Affordable Housing Options Committee was held
on Wednesday, June 21, 1989 in Estabrook Hall at 8 00 p.m.
Co-chairman Jack Eddison opened the meeting by welcoming several members
who had not been able to attend the first session.
As the first order of business, Co-chairman Ellie Klauminzer led a review
of the responses by Committee members in the June 15 meeting to questions on.
the need for affordable housing in Lexington?
the number of units needed? and
for whom they should be provided?
The Committee then divided into two working groups which devoted an hour
to the discussion of the three following issues.
1 Problems that affordable housing raises
Those problems; issues which Committee members themselves identify
Those "problems", issues which are raised by others
This exercise should identify the issues that need to be addressed in the
report.
2 Techniques which the Town could use.
This exercise should identify the techniques (both realistic and illusory)
that need to be investigated in the report. Each of the techniques can be
evaluated as to economic feasibility, practicality in terms of the number of
units that might be produced.
3 Sites which might be considered.
Depending how courageous people feel, this exercise might identify some
sites to be investigated. It may identify sites that are on people's minds
that are unrealistic, for economic or other reasons, for which we do an
evaluation.
The thoughts expressed in each working group were recorded by volunteer
reporters Eric Michelson and Sara Schonan for consideration at the next meeting
The working groups then reconvened for a discussion of the proposed organiza-
tion of the Committee into two task forces As proposed by the two co-chairmen,
these task forces would address different aspects of the affordable housing issue
included in the Committee's charge.
The Goals Task Force would concern itself with examining the need for
affordable housing in Lexington, with identifying the Town's housing goals and
with reconciling those goals with other Town objectives and policies
The Techniques Task Force would focus on the various technical and financial
approaches, alternatives and instruments which could be used to achieve the Town's
housing objectives

The two task forces would work separately but would get together in the regular
meetings of the full Committee and exchange their findings
The Committee members agreed to this proposal and thenezurewedtheir respective
preferences for the task force on which they would like to serve. The resulting task
forces were constituted as follows
The Goals Task Force. Eleanor Klauminzer, acting leader; Gail Colwell, Diana
Garcia, Lillian MacArthur, Eric Michelson, Marian Reilly, Richard Schaye,
Ruth Walton, Gerri Weathers
The Techniques Task Force. William Spencer, leader; Lisa Baci, Jack Eddison,
Sherry Edmonds, Thomas Gouzoule, Edmund Grant, Sam Nablo, John Oberteuffer,
Sara Schanan.
The next meeting of the full Committee was set for Wednesday, June 28 at 8 00 p.m.
The meeting was adjourned at approximately 10 00 p.m.
