1. Nancy Kolb reported on LEXPRESS contract start up with A&A Charter.The first two
weeks of service have been challenging due to the decision of two out of three drivers on
June 30 not to transfer from Joseph's Limousine to A&A Charter.A&A Charter was
able to assemble their most capable drivers for temporary assignment to LEXPRESS
Service.New drivers have been hired although the crew chief position has not been filled
at this time.Time constraints on the Route 4 due to Minuteman Tech summer school runs
coupled with a wheelchair rider initially presented some timeliness issues,however,these
have been resolved.
2. Ongoing marketing suggestions include an article in the Minuteman regarding
Minuteman Tech summer school and wheelchair riders.It should also be noted in the
LEXPRESS budget that the school department receives money for student transportation
provided by LEXPRESS.
3. SCM was the sole bidder for Chair Car Service.Their great service and fair pricing over
the past three years was also considered when the new contract was awarded to them.
Chair Car ridership and costs are up,but Lahey Clinic has continued their financial
support,making changes in Chair Car policy unnecessary at this time.It is also important
to note that Lahey Clinic wishes that its contribution be shared between Chair Car and
LEXPRESS service.
4. The Transit Guide was discussed.Nancy Kolb is still working on a sponsor for the guide.
Digital map production is underway based on Boston Edison Geographic Information
Systems(GIS)data.This process will create both a base map for the Engineering
Department and LEXPRESS.
5. TAC members discussed the LEXPRESS birthday party celebration proposal for
September 1999 Reminder that Committee members volunteered for various
responsibilities including:newspaper articles in the Minuteman and Northwest Weekly
(Sara Arnold&Don Graham);fare reduction for the birthday week(Nancy Kolb);Candy
for riders(Ben Turk&Bill Mix);and a Birthday Cake Celebration(Alicia Keigwin&
Sally Castleman).Rebecca Rogers is available to assist each group.Nancy Kolb to
coordinate efforts to sort through historic LEXPRESS articles and annual reports.
Articles for the birthday week may feature drivers,riders,fare reduction, and vehicles.
6. Don Graham presented a follow up on Discovery Day Issues to be resolved for next year
include:booth location in a highly trafficked area in the shade;signage for free bus rides
showing the new logo and color scheme and temporary bus stop location,and publicity
via announcements of the availability of free bus service.

7 Nancy Kolb gave the TAC an overview of other Transportation Service Office activities
including:the proposed temporary traffic calming improvements around the Battle Green
in order to open Harrington Road; employee parking and parking demand reduction
around the Town Hall complex;and analysis of parking rates for downtown.
8. Elaine Dratch and Alicia Keigwin are being asked to complete formal applications to
become TAC members.In active members Nick Santisuosso and Liz Andrews will be
asked to step down to create room for more active members.
9 Quorum was not present to vote on meeting minutes.
10. Next meetings: Wednesday August 11, 1999,7:30 PM,Room 111,and
Wednesday September 8, 1999,7:30 PM,Selectmen's Meeting Room
