Minutes of the January 14, 1998 Meeting were approved. 2. Nancy Kolb introduced herself and asked for each TAC member present to also provide an introduction and background of themselves. 3. Nancy Kolb reported on her first week of work.Attention has been placed on the CNG Bus procurement and on organizing the office and moving it upstairs to the DPW area. Nancy reported that the CNG Bus Invitation To Bid(ITB)had gone out,but would likely be withdrawn on February 12, 1998 due to problems with the ITB process and content. In addition,delivery time for the buses is expected to be in the 6 months to 1 year timeframe,which would require some interim arrangements for service.A Request for Proposals process has been proposed to procure the buses.TAC members requested draft copies of the RFP to review before the RFP is issued. Nancy Kolb is coordinating with legal council regarding ways to extend the contract with Joseph's with the requirements of Chapter 30B.Clearly there is no advantage to the Town to re-bid the work,since Joseph's is providing the service with equipment that has been paid for at reasonable rates.It is unlikely that any other provider could meet the rates,nor would they be able to provide the properly signed equipment for such a short time frame. Lexpress marketing was discussed at some length.The group is concerned with decreasing ridership and believes that marketing needs to become a priority Marketing needs to focus on ridership groups including students and seniors.Possibilities discussed include art contests in schools, sending maps to advertisers,placing them in doctor's offices,providing signage at stops in town center,and sending Lexpress information with regular town mailings.Possibility of using an intern or hiring a marketing assistant were also discussed.Complaints about drivers of the buses are also seen to be affecting ridership.The need to maintain a complaint log and keep Josephs informed about the issues was discussed.Don Graham volunteered to draft a marketing plan. Members requested a ridership report for the next meeting. 4. Nancy Kolb is still getting up to speed on Hartwell Avenue TMA,Lexington-Concord Trolley and MBTA issues.Further information is to be gathered regarding the process by which route changes(specifically to Route 76 Saturday service)will be made. 5.
