NOVEMBER 22, 1994
MINUTES
Present: Ed Ganshirt, Don Graham, Barbara Lucas, Bill Mix, Fred Rosenberg, Sara Arnold
presiding.
Contracts: In spite of efforts to the contrary, school bus and LEXPRESS contracts will remain
separate. School bus contracts must be awarded through the bid process and not through an
RFP in order to be eligible for State reimbursement. The LEXPRESS RFP has been released
and proposals were received from C&W and from Joseph's Limousine Service.
Sara Arnold, Fred Rosenberg and Bill Mix will serve on the evaluation team with the
Transportation Coordinator. The evaluation should be complete by the end of November.
Don Graham also received a set of proposals and evaluation documents and is free to make
comments. The Evaluation Committee will meet briefly on Friday, November 25 at 1 p.m.
and on November 28 at 5 p.m. and December 2 at 1 p.m.
Pass Refunds: Two requests for LEXPRESS pass refunds were discussed. Previous
LEXPRESS policy had been to deny requests for refunds except under exceptional
circumstances. The committee reconsidered and changed this policy in light of increased
costs of passes and a desire to maintain good public relations with current and past riders.
Considerations in changing the refund policy included the following:
- Current practice is to return checks/cash if a refund request is made prior to the time
the pass money is deposited.
- It costs the town $15 to cut a refund check;
- Recreation Dept. gives refunds less a $15 administrative fee.
The new refund policy will be to grant pass refunds. Requests for refunds must be in writing
and be accompanied by the pass or passes for which the refund is requested. If a refund
request is made after the pass money has been deposited, the amount refunded will be
prorated to the cost of the nearest monthly pass or multiple month passe(s) for the time the
pass has been in the requestor's possession plus an administrative fee of $15 The refund
policy will be printed on the pass application that is mailed to Lexington residents.
A description of the pass refund policy will be prepared by the Transportation Coordinator.

Design Advisory Committee (DAC) Sally Castleman and Barbara Lucas attended the last
Design Advisory Committee meeting at which Depot Square was discussed. They presented
the TAC position that LEXPRESS should remain in Depot Square without taking a strong
position on where in Depot Square that position should be. The DAC took a straw vote on
three possible locations for LEXPRESS. 1. a position in front of Yangtze River Rest. received
the most votes, 2. A position behind Warm Hearts/Cold Noses received the 2nd highest
number of votes, 3. Leaving the buses where they are received the third highest number of
votes. The Chamber of Commerce may oppose either Yangtze River or the Bank of Boston
sides of the Depot. DAC that it will hold another meeting on the design of Depot Square.
TAC members should attend.
Holiday Service Contractor will not do holiday service at the current price per hour so the
holiday service will not be run.
