HomeMy WebLinkAbout1992-07-30-TAC-min.pdf T A C Minutes - July 30 1992 t � Present S Arnold, B Mix, P Burke See notes to TAC members for this meeting attached 1 Updates from Coordinator - P Burke reported everything going very well with the new contractor, ridership seems to be holding up despite fare increase, pass sales seem to be way ahead of last year, particularly among Senior Citizens 2 Depot Sauare - S Arnold reported that Lance Neumann reviewed the traffic patterns at Depot Square for the Lexington Center Committee (LCC) Because of possible back-ups from Waltham Street traffic light, traffic flow in Depot Square cannot be reversed Suggestion was to move to side where Depot Square exits (S Arnold pointed out problems with kids littering, objections from merchants, etc when LEXPRESS was on the opposite side where Warm Hearts, Cold Noses is now ) Second suggestion was in front of Anderson's Jewelers on Mass Ave Turnaround would be problem here Further discussion revolved around the minimum to comply with ADA, the pros and cons of putting LEXPRESS at the MBTA bus stop on Mass Avenue, possibility of an island at the head of the driveway approx 22' long and 5' wide opposite the first bus, possibility of an island at the rear of the driveway, or shaving a few feet of the curved side of Emery Park and putting in a full island S Arnold suggested a memo to DPW/Engineering to ask for cost and feasibility of I I alternates 3 ADA Paratransit Plan - Lynn Burgin offered to help draft plan Next step is to have informal discussion with persons with disabilities in the community to get comments and input--their perspective, issues, concerns Then draft plan Can use MBTA Paratransit Plan and copy only what is applicable to Lexington L Burgin suggested preparing an executive summary for those mildly interested 4 Larger Bus on School Routes - Committee decided to recommend that contractor be allowed to exchange one of our 22' vehicles for a 24' Burlington vehicle to fulfill the addendum, instead of the IVECO 5 500 will comeout $ w l u of FY92 funds as this was supposed to be paid prior to takeover by Joseph's 5 Route #2 Morning Clarke Problem - Parents requesting LEXPRESS change its 8 00 a m route to allow students to get to Clarke on time Would have to back up 7 00 and 7 30 routes by at least 10 minutes Just not feasible Parents have option to buy school bus pass 6 Flyer Theme - 'Not Just Another Bus suggested and enthusiastically endorsed 7 Bike Path Committee - Carole Sonduck represented TAC at the meeting on the 6th--no report on what transpired 8 Waltham Link Proposal - TAC not ready to discuss at this time Meeting adjourned at 9 30 p m Yeti Pauline D Burke, LEXPRESS Coordinator { Notes to TAC members from Pauline for 7/30/92 meeting 1 Depot Sauare accessibility - This was on the agenda for last meeting but there was no time for it I am including a copy of the notes on the 4/13 meeting with DPW and their drawings showing the existing conditions and if the MBTA bus stop is moved to accommodate LEXPRESS TAC needs to discuss and develop pros and cons or alternatives 2 Process for ADA paratransit plan - The Town has permission to reference the MBTA'S Complementary Paratransit Plan in preparing our paratransit plan These are the next steps - prepare our own plan in draft (which I am doing) , include pages from MBTA plan that are applicable to Lexington Make reference to sections where applicable - determine who should work on draft plan besides me, ADA Coordinator Steve Baran, Assistant Town Manager Deborah Radway, and Enablement Subcommittee chairman, Bob Harris Should we include Share-A-Ride Director Elaine Dratch, someone from the school department, TAC menber(s)? - obtain list from town's ADA Coord of those who should be informed a plan is being prepared and invite to participate or comment on draft plan (have asked Steve Baran for mailing list) - consult with persons with disabilities, document meetings held - invite public comment on draft plan - conduct public hearing - develop mechanism for ongoing consumer participation 3 Larger bus/school routes - contractor's proposal to replace Iveco with a larger Burlington bus in exchange for one of our basic fleet vehicles Problems. 1) Lexington needs a larger vehicle on some routes before and after school The Iveco was the solution to this but the vehicle is considered unsuitable by the new contractor and 2) Burlington's longer vehicles (24' ) have trouble negotiating the tight turns in a senior complex on one of the routes Proposal . Joe Albano has proposed that he be allowed to take one LEXPRESS (22' , 21 passenger) vehicle and use it permanently in Burlington This would entail a new paint job, installing a lift when necessary, etc to comply with their contract He would take one of Burlington's 24' , 25 passenger vehicles, paint it in the LEXPRESS color scheme and use it exclusively in Lexington as a one of the basic fleet vehicles (not back-up) This would be with the understanding that this would fulfill the addendum which was negotiated with Eric whereby the Town would pay Joseph's an additional $5,500 for use of a 25-29 passenger vehicle The fifth non-fleet back-up LEXPRESS vehicle is being repainted to be a back-up for both Lexington and Burlington if needed We would always have a back-up LEXPRESS vehicle in Lexington during operating hours 4 Flyer theme - LEXPRESS is not just a bus Any other suggestions? 5 Route #2/Clarke students morning arrival - Parents have asked that either LEXPRESS change its schedule or the school department allow students to be late Mr. JWrvto 8"".
