T. A. C. Meeting Minutes - Tuesday. October 23, 1990
Present: Sara Arnold, acting chairman, Nick Santosuosso, Bill Murphy, Carole
Sonduck, Fred Rosenberg, Eric Gibbs, Pauline Burke
I. Discussion about questions or concerns for Eric Gibbs who would appear
before committee at 8:30 p.m. Change to Main fareboxes mentioned because
of experience with Transcomm--not too sure same farebox.
II. Request from Elaine Dratch to formally correct TAC minutes for meetings
of October 10 and December 7, 1989, postponed until Sally Castleman returns
and can consult her notes.
III. Request for refund of Valenkin pass money not received in writing. When
and if received, bring before TAC again.
IV. Brief discussion of RFP 91-34 evaluation process; evaluator's overall
recommendation for Share-A-Ride; and Town Manager's awarding of contract
to lowest bidder: A-Connoisseur Transportation Corp.
V. Eric Gibbs, Vice President, A-Connoisseur, came to meet TAC members and
talk about his plans for ordering vehicles:
Buses to be delivered first week of December.
{ Three drivers already hired.
Help wanted ads placed.
Still deciding on split week or half days for drivers.
Maintenance in place.
Insurance out to bid, has quote from own insurance provider but
realizes wide difference in premium costs.
{ Seats and seat backs navy blue/interior walls white.
Heated steps with white nosing for safety
Grab handles on seat backs
Drivers will be issued uniforms and watch
? Route training: first part of December
? DPU training: Mike McCoy, Waltham Bus, or someone from Michaud
Buzzers on emergency windows if opened (2 on each side and 1 in rear)
DPU licensing: Street licensing all taken care of but won't receive
license for six months? Eric charged $40 per route. Does not sound
right. DPU rights through MBTA. Check with Jim Nolan or Bill Barry.
Logo will be vinyl letters.
Maintenance? Vehicles will be maintained at 24 River St. Winchester,
at night or on weekends.
Mechanics available? Part-time people who worked for Boston Volvo.
?Parking vehicles at fire station. Unsure yet.
Plug-in heater? Possibility of light pole and plug in capability
at fire station? Will store overnight in Winchester in sub-freezing
weather.
TAC reinforces need for back-up vehicles at fire station during day.
Eric needs street listings for routes.

Talked about ways to minimalize vandalism.
Has ordered convex mirrors inside bus.
Marketing campaign when new vehicles introduced.
Newsletters/newspapers/flyers, i .e.
"Talk to your kids about vandalism. "
Professional laminated signs about vandalism.
VI. FY'91 Budget reviewed to see how affected by new contract and additional
MBTA Grant.
VII. FY'92 Budget Recommendation: Suggestion made to increase fuel projection
to $4.00 per vehicle hour and increase Miscellaneous category (which
includes marketing) from $1 ,000 to $2,500). Redo budget, and send out with
meeting notice so TAC can discuss and make recommendation.
Ii VIII. Discussion about adding to Coordinator's hours. Town Manager wants to know
if TAC recommends change to full-time status. TAC member suggested it be
handled by chairman contacting TM to see what process is.
IX. Question of recommending bus shelter for Depot Square. Design Committee
should include shelter in plans for Emery Park. Can we use extra funding
this year to purchase?
X. Marketing projects should generate income. Look at ridership to see if
increase correlates with previous marketing campaigns--Fall , 1989 student
guide, free tickets, etc.
XI. Next meeting should be before Nov. 1 or after Nov. 12. Send out goals with
notice.
