Meeting, April 2, 1990 Present : Bill Mix , Bill Murphy, Sara Arnold, Sally Castleman, Pauline Burke; Nick Santosuosso and Fred Rosenberg for beginning (before Town Meeting) I . Town Meeting. Fred recommends talking with School Committee about needs for extra money. We' ll talk to Frank DiGiamarino about duplication of service also. IMPRESS stops at LHS and Diamond would stop with 6-route system. Fred -- just offer one amendment, alert Marge Battin and Board of Selectmen before, put out handout before. Reconsideration: 30 minutes limit on whether to reconsider, 20 minutes on line item, 10 minutes on amendment. II . Contract Bid. Steve Skiffington from Share-A-Ride came at TAC' s request to answer more questions about his operation, maintenance, fleet, back-ups, etc. He discussed computer tracked maintenance program, driver training program (2 weeks) , rest of SAR fleet, personnel , supervisor ' s role, hours of operation, etc. III . Committee discussion after Steve S. left. Reviewed SAR experience, professionalism, service orientation, depth of operation, excellent maintenance program. Committee discussed Mr. Zimmerman' s visits to Bill Mix' and Pauline Burke' s offices trying to get information on TAC' s position, and his continued lobbying for ElDorado. DZ also said he was actively pursuing unionization of his operation to benefit his other interests. He also threatens lawsuit if SAR gets contract. It was suggested going to bid again by stating the amount of the appropriation ( $232, 500) and seeing what operation a bidder can come up with for that figure. Has Town ever done this? Discussed if contract awarded to SAR, can we negotiate certain things, e. g. penalties, vehicle, back-up options. PB will ask Rick. Decided to report to Rick some questions about going out to bid again ( to see what we can get for $232, 500) . Otherwise, committee recommends SAR but final decision is Rick White' s. IV. MBTA PB reported the MBTA is considering requiring lift- equipped vehicles on suburban program contracts. In planning stages for future. Asked for input and reaction. V. Contract extension. Financial constraints indicate we should extend current contract to December 31 , 1990. PB will discuss time frame and details with Rick. Needs more penalties. Can we include a termination clause for a strike? Committee not need to spend time on this. VI . Patriot' s Day Parade. Need to develop a decoration idea. Theme is "Democracy lights the way. " Bill not available, Sally working. VII . Donations. Nick to be asked to work on letter to local businesses.
