1 Minutes approved
2 Senior Citizen Ridership discussion of possible explanation for continued
decline in Senior ridership No conclusions reached but the issue
should be placed on the agenda for a future meeting
3 Lexpress Man agreed to accent Devereux Smith Associates proposal for selling
ads and arranging layout and printing as per their July 14, 1982 letter
to Sara Arnold It was noted that ad sales may go slower than past years
due to general state of the economy and the fact that Lexpress is no
longer a novelty
4 Lexpress Pass Brochure agreed to downplay the pass program on the brochure
to be distributed with the map and focus more on selling the system to
the first time user Bill suggested providing some information on typical
bus arrival times at intermediate points on each route Agreed that this
was a good idea that maybe more appropriate for the map
5 Depot Square Guard Rail agreed that some type of more permanent barrier was
desirable but Selectmen would like a report from the police before acting
Nothing further for the Committee to do for now
6 Hudson Limo Service Hudson would like to provide limo service to the airport
from Bedford and Lexington They currently hold the operating authority for
these towns but need approval from the Selectmen Sara referred them to
the Selectmen The Committee is inclined to support the proposed service
and anticipate the only opposition is likely to come from taxi operators
7 Lost Lexpress Passes agreed to charge $3 00 per month for the first lost pass
and $5 00 per month for subsequent replacements Charge for Seniors
who lose passes was kept at $1 50 per month
8 Express Bus Bids are due July 20, 1982 and service is scheduled to start on
August 1 , 1982 Thirteen bid packages were mailed out and a quick evaluation
and decision is required
9 Lease/Purchase Analysis Chris gave an update on his analysis of the costs of a
lease/purchase and an accelerated lease/purchase option from E F Hutton
In addition, he reported on his estimate of the annual fuel , insurance,
maintenance and garaging salary and benefit, and personnel management costs
of Lexpress The maintenance cost estimate was very preliminary and Chris
is waiting for further information from Arlex on using their Bedford Street
facility He will explore the possibility of Arlex both operating and
garaging the vehicles Bill mentioned that there may be garage space avail -
able on Yankee Division Road in Bedford and he will explore this Committee
was very pleased with Chris ' progress and additional Lease/Purchase alternatives
will be explored including leasing a mix of new and used vehicles
