DISPOSAL BLANTNG.nBOAED .% Jwne`" eeting, Maynard Taira 411 'VI{ n8 CLERK ,� ACTION'?1NKEr0 g, The Board voted to accept as. ner members the towns of Acton, Bedford, Burlington and Carlisle Minutes will in the future be sent- to member town selectmen and clerks The following procedures were voted unanimously 3/5 quorum, one vote per town, simple majority to accept a voice vote unlessa poll is requested by any member not to vote any major policy or expenditures without prior notification at future meetings, to limit participation by nonmembers to written questions to delay the next Board meeting until Sept 13, but subcommittees to meet The legal subcommittee will present recommended by-laws tp be voted at the Sept 13 meeting House Bill 6643 concerning the state 's solid waste disposal plans was referred to the legal subcommittee for study and recommendation MINUTES The meeting was convened at 8 14 P M Tony Sorrenti introduced two people (Arthur C Fitz, James J Allan) from the Maynard landfill operation The towns of Acton, Bedford, Burlington and Carlisle were accepted as new members Weston indicated intention to join when committee fully staffed Mrs Thornton reminded us of the problem we tackle and. ourlgoafs -In 1972, the U S produced 360 million tons of trash -The E P A calculates that 7% of the world's population used of ' its natural resources -This Board hopes to encourage resources recovery and recycling and to up-date collection and disposal techniques -It was reemphasized that the site committee will study .other sites in addition to the Correctional Institution land -It was noted that before this District constructs anything, an environmental impact statement must be filed -This Board will probably leave collection techniques to each town's own discretion -The current emphasis will be on site and technical investigations It is hoped to find a practical, solution more sophisticated than: landfill and with a strong emphasis on resources recovery . -Members were reminded that a major problem is to become well known in each town Much public awareness must be gained before we ask for serious planning money at next spring's town meeting Each Refuse. Committee must go befere its town boards ffequently to keep: them i informed The minutes were read and accepted It was recommended that the* town clerk of each town receive a copy of the minutes to file for use of future newly appointed members Also the selectmen of eachttown will receive a copy ' SX It wasmoved that the voting procedure be one vote per town It was reiterated that if onlg one member from a given tgwn attends a meeting, that member shou°ld'be able to vote for that town This is especially true as the published adgenda will allow absent members to express their opinions to that representative in advance The motion was accepted unanimously The question of alternates was raised and referred to the steering committee It was unanimously voted to accept a voice vote unless a poll of the towns is requested by any member It was asked if a committee. can vote to spend money without going back to the town for approval At Was noted that the committees are empowered by law to spend their appropriated money A It was moved that after the June, 14th meeting, participation by non-members be limited to written questions recognized' at the discretion of the chair I.t was noted that among the 'invited towns, only Weston and Sudbury ate still undecided Le±ington, Wilmington, Hudson and Bdlton Chose not to ,loin Wayland has no enabling legislation Mr Meng raised the problem Of new members' ,joining after significant money had been expended It was suggested that if a new town joins, it must pay its pro-rata share and the other towns will receive refunds The new town might even need to supply extra money for expanding the study to include itself Final determination will probably be delayed till the situation appears imminent It was recommended that the legal subcommittee present suggested by-laws in the fall for approval by the Board 1'. The motion was unanimously approved. It was also approved that the ,next meeting be Sept 13 in Stow It was recommended that the steering committee requestrepdrts from each subcommittee chairman before the next meeting and then draw gp the adgenda Mrs Haydock, a new member of the Weston committee, presented 6 briefly House Bill 6643 concerning the state's solid waste plans The bill calls for mandatory regions With 22 regional dispgsal sites of 100+ acres, owned but not run 'by the state The Regional Planning agencies will recommend- the sites The .cities. and twins will control their collection and transfer stations . $vgtF city and town will be assessed for capital, costs The operation -costs will be assessed on a user fee basis The state, is committbd,4 to comprehensive resources recovery _ There will' be provisions to accept separated materials at' all local and regional sites The time table calls for regional site recommendations by Jan '74, districts assigned by July '74; 'one urban and one rural regignal operation by Deo '75; and fullimplementation by 1980 There was considerable concern as to whether this bill, if voted, would render useless our efforts We hope they would „recognize us as one of their districts. We are keeping in close touch with the M.A P C which is our regional planning agency The legal subcommittee was asked to study the bill and recommendwhether we should support it or take "Other action AUG 1 '73 AM a1 1a.
