JAM -O PI a 16 i Se_ectmen's Meeting, January 28, 1980, i -'1' L11!( Li IMEdON, MASS e ::pard discussed a letter from Mr Andrews of the Citizens- for Lexington Cctser••ation recommending the appointment of a Pest Control Advisory group to ie-est_tate mosquito control options for the town, :'-s Battin. Mr Andrews called me and he rather hated to see a debate at :o4-i Meeting on whether we should have mosquito control or not Wellesley has found some more temperate ways of handling it through the County Extension Sen-ice and they were able to convince them perhaps not to have to use such extreee measures Mr Andrews thinks there is some way some middle ground can be readied that will help abate the mosquito nuisance - to use less stringent zeaseres I think it has some merit Chairman Miley Is this to be a short term committee you would be recom- men__r-g and not come into town meeting every year with a recommendation? ".rs Battin The committee could look at it and see if there is some pro- re- that we could subscribe to that is more moderate than the one we have had _: t' : see it being a permanent one Kent Irrespective of whether there is a middle ground from what the E. --ens ion Service recommends and nothing, I think we need some mechanism te be:-g some informed, non-aligned citizen approach to bear on this at town ea:_-_ so we don't have debates The thing has become very much an emotional _see e - people who believe the mosquito population was rather rampant last sur=er The idea of a committee short-termed for this year is a good one. t -rs Battin In view of the letter on gypsy moths, the whole pesticide c-'ght to be taken into consideration , not just the mosquito control the pesticiding the town does and what we can ask citizens to do to help "- Crain I endorse the concept of the committee to bring some thoughtful I :es to any of these problems hut I am cnncerned whether it is realistic '--pe for anything meaningful before town meeting - it being almost Feb 1 - s- _ •euldn'.a want the committee to feel they are under pressure to produce • '.g by town meeting but to begin their work in an orderly way and a_ _=e is as soon as possible Kent That is the reason for sticking at this time with the mosquito • :mol question because I think that we are going to have to have someone e.en to those positions and adtempt to help us with them. The only other a_:e--1=_tive is there is going to have to be a recommendation from this board befcre :cwn meeting. Hutchinson. I think they should have an initiation date and a de_t_`_re date with the idea of a self-destruct mechanism within it Re the -s- moth question, Mr Mazerall has given me a proposed program that :..)esn't emphasize chemicals to any extent but requires a lot of assistance :r• -- - -•'ups like this, and I think that the conservation commission, with its cee_=-- :.bout our trees, etc , is a legitimate agency to deal with the gypsy • er:blem and perhaps have interaction with this group after you appoint it :_ _ ::d, Mr Mazerall has indicated a suggested program which I am going to '_'_e __h you, and I believe should be referenced to the Conservation Commission ::,-e frankly I think the scope of our activity becomes so broad that sometimes t do justice to it I think that the committee is fine and I do think s!--uld have some general time range, whether 6 months or not There is a d_-..ser of creating organizations and the feeling that they are going to per- .et eree themselves to deal with the specific problem, and there are other agencies that have overlapping responsibilities, i e , Health, Conservation, etc 1 Page 2 Feb 28 neeting 1 `fts Battin moved that the Board create a Pest Control Advisory Committee which •culd be charged to come up with, hopefully as Mr Kent suggested, , at least an interim recommendation on mosquitos for town meeting if at all 3 -n_'ne :-.<x, after they have completed their work on that, they perhaps i; _c-, :o :he gypsy moth and a recommendation. t ',:r Crain. The only question I have is in response to the Manager's I caution that this has no time limit and would want to incorporate 6 months !i and see :: .ere tfhat brings us, and then consider whether to continue. }Lr Kent seconded the motion So voted b 111 I k :I 7'': x s> i= r— FS I; }, ITS '` ( 7 11 1 ci—r) ) I L __ Ul I, . j` I", h CC ) -,Co __i C i. s 0) 4. 1 1 • f , Y c , I C 1 J_ I i i
