2 Air Force °Pen House, - Col Charles Seifert attended the
meeting and gave a report regarding a safety zone, which has been
designated to be clear of citizens during the air show The AFB,
following a meeting with the Bedford Board of Selectmen, agreed to
assist the homeowners by providing security service and several
buses to take people directly to the Air Show Seifert also
answered questions from several Bedford residents who will be
affected by the show The Lexington High School graduation was
also discussed because it will take place at the same time as the
air show No definite commitment was made for any change HFAC
members stressed that in the future, there should be better
communication between the Air Force, the towns and Massport
3 1987 No se Exposer Leve R po - Sara Arnold presented the
1987 report on noise exposure at Hanscom She briefly described
the history of the annual report and the meaning of EXP She
compared all study years since 1978, including total noise
exposure and average daily departures both with and without single
engine aircraft Nineteen eighty-eight fell somewhere in between
the highest and lowest years in each scenario However, 1988 did
show the highest number of night operations for all the study
years
Bob Domnitz expressed his interest in the EXP for the General
Aviation component with single engine aircraft In this case 1988
has the highest EXP of all study years, and is 5dB above 1978
4 Monthly Statistic Report - Sara Arnold presented the April
statistics report The numbers of operations , both during the day
and at night have increased over April, 1987 Comparing the EXP
between April 1987 and April 1988 , there was a 1dB increase for
all aircraft, including military and single engine piston
Joyce Hals also advised the members that due to a cutback in
available funds , Massport will not be able to build the addition
to the field maintenance building
5 Noise Subcommittee Report - Richard Theriault distributed a
copy of the report showing various options being considered for
changes in the night surcharge Another meeting will be held to
review the options in more detail The meeting was scheduled for
Wednesday, June 8th

6 HATS IT Update Michelle Matteo reported on the May
meeting, when Colonel Seifert reviewed plans for upgrading and
expanding the air base facilities She said that the members were
planning to report to their local boards and decide on what
actions they would consider Colonel Seifert stressed the need
for the towns , and all other parties , to act as a regional
planning group, to help solve the transportation problems of the
area Matteo also told the members that the FAA has indicated
interest in the railroad spur, and that Lexington is reviewing the
situation
7 Nominating Committee Jane Farmer, Michael Dye and Paul
Roberts reported on the recommendations to fill expired terms for
1988-1991 A copy is attached Paul Roberts accepted the
position of chairman for the coming year Matteo was given a big
thanks for the good job done during 1987/88

Thc noise subcommittee continues to s amine recent trends and to
• a sesS their potential for adverse noise related impacts These

HEAL They are as follows
* Increase in Jet Activity
*- increases in Night Operations
* Increases in Noise Complaints
The current nighttime activity is at an unacceptable level The
impro 'ement in the surcharge collection program has not resulted
in decreases in nighttime activity Thus adjustments are needed
During the last meeting the following approaches were considered
to address the increase in night operations
1 ) Increase the number of night surcharge categories beyond
the current two lhis would create a finer scale and thus reflect
more accurate] the noi ,e impacts
) Incrsae.e the nighttime surcharge cap beyond the current
doubling after 5 operations With this approach the doubling
would occur + Ar e. ample agiin at 10 and 2') operations This
would have the Effect of reducing instance of higher repeat
occurrences This is based on the fact that a significant portion
of the zncrcass in nighttime operation iF due tc multiple
occurence
} Adiu t the nighttime surcharges based on inflation
This would include a retro-acti adjustment and subsequent
autom*tic. year ] adiustmeot This adjustment considers that the
nighttime surcharge program wats effective prior to 1986
These aFcrcaches w' ll a other suggestions to achieve
reductions in nighttime activity will be considered at the June
meeting of the noise ub' ommittee Recommendation, from the
subcommittee will be made at the June HFAC meeting
