Approved [vlovipj V al Rif 2 Memorandum of Understanding - The memo61.11k waThougefly reviewed and the consensus was that it is out-of-date A sub- committee was appointed to make recommendations at the next meeting Norm Fredkin, Jane Farmer and Rick Hill volunteered to serve It was also noted that there should be a Vice Chairman, and a decision was made to have the past Chairman as the Vice Chairman, therefore Rick Hill will be this term' s appointee 3 Review Policy for Bringing Items to the HFAC - The policy from Massport' s view is to bring items to the members as soon as possible In cases where Massport must reach a decision before going public with the concept, HFAC would be notified when the decision is reached The railroad spur was a case where there was very little time to react so the Authority wrote a letter saying we were interested and knowing that an ENF would have to be filed A similar situation is in the process since Lexington has been given the first right to bid for the Railroad Spur If Lexington does not bid, Massport will have a very short time to react Another situation is an offer to Massport of land abutting the field We will advise HFAC when a decision is reached, but it would be inappropriate to do so prior to that time The case of notifying HFAC when tie-down or user fees are increased was discussed Massport' s position is that we will not discuss them with HFAC but that we will give the users advance notice and follow the procedures used at Logan Airport The rates have been raised and adjusted each two years Massport will probably raise the rates in two years 4 Noise Subcommittee Report - Rick Hill reported that the members agreed to review the GEIR comments distributed and wait for the MEPA comments The members learned that Massport, anticipating MEPA, has agreed to include SEP' s in the GEIR noise section, run new Ldn contours as was done in 1981, and count the number of houses within the 65 Ldn lines The Mass Aeronautics Commission is updating the airport system plan and a discussion of the work will be given at the next meeting 5 Transition Zone Meeting Report - Jane Farmer reported on the recent meeting held with the towns of Bedford, Concord and Lincoln regarding land use and compatible uses The 47 acre development was discussed with the proposed land swaps and Massport ' s opposition to the swap because housing is incompatible 2 Base maps were distributed which includesthe 1981 contours , zoning and wetlands overlays The group is studying a way to have a policy statement from Massport saying what they would and would not do Massport would expect the towns to agree to the same policy 6 Letter to Lincoln re 47 Acres - Jane Farmer distributed a draft which was changed slightly The letter expressed the HFAC position that housing at that site would be undesirable (copy attached) 7 Letter to Massport re Taxilane East Side of Terminal Sandy Sanford could not be present to read the letter It was read by and dealt with issues of safety, security, noise, aircraft mix and HFAC members position that the area should be a controlled taxiway They felt Greiner had not been open to input from HFAC It was agreed to delay sending the letter as it went beyond the consensus of the members 8 New Members - Two new members have been nominated and their names will be sent to the Towns for approval William Sohni to replace Sandy Sanford for NBAA and Brad Counihan to replace Tony Mandile of Acton 9 Air Executive - Sue Sturgeon reviewed plans for an air taxi service at Hanscom and distributed a draft of an ENF (see attached) They plan to use aircraft already based at Hanscom and return with a final ENF at the next meeting 10 Statistics and Planning - Members asked about a late night operation concerning a lengthy Gulfstream 3 run-up Jim Mereages reported the run-up was a military need which had to be done for two nights It generated numerous complaints from Lincoln residents He was also asked about the status of the Runway 29 ILS and responded he believes they are still in the process of making flight checks He believes that there is also a need for some tree clearing in the area He discussed noise complaints in general and advised that if he doesn' t have specific information regarding the occurrence he does not answer it The noise complaint report showed a surge to 98 in one month, largely due to complaints from one individual The members asked that this type be noted in future reports to give better understanding to readers of what is happening 11 Other -
