This Conservation Commission meeting was held remotely via Zoom, an online meeting
platform. Public Participation via calling in or using your computer was encouraged.

Soil Sampling Project Update at Whipple Hill LUPA-24-7
Jennifer Bhatnagar, Biology Professor at Boston University, presented that her Ph.D. student Ms.
Corinne Vietorisz will be presenting their findings from soil sampling at Whipple Hill as part of
her PhD. dissertation. Ms. Vietorisz stated that they received permission to utilize Whipple Hill
for soil samples during 2021 and 2022 for their research on changing trees and changing fungi.
Ms. Vietorisz presented their findings including tree communities in New England impacting
soil fungi and soil health. Commissioners expressed their appreciation for their work.
Approve Minutes: 5/20/2024, 6/10/2024 Joint Meeting and 6/17/2024
The 6/10/2024 Joint Meeting minutes were not ready for review and will be postponed until the
8/5/2024 meeting.
On a motion by Ms. Ladd and seconded by Mr. Whelan, the Commission voted 6-0 by roll call
vote to approve the 5/20/2024 meeting minutes.

Mr. Jim Borrebach, OHI Engineering, presented and stated that the work associated with the
installation of an irrigation well that was approved in the Notice of Intent is in progress but has
not been completed.
On a motion by Mr. Beuttell and seconded by Mr. Whelan, the Commission voted 6-0 by roll
call vote to approve an extension to the Order of Conditions of 1 year.

The Amendment includes an increase of roughly 161 square feet of impervious area.
On a motion by Ms. Ladd and seconded by Mr. Hnatko, the Commission voted 5-0 by roll call
vote to issue the Amendment to the Order of Conditions.

Ms. Mary Trudeau Hill, Wetland Consultant, presented and stated that the proposed project is a
raze and rebuild and there is an intermitted stream on the eastern property line. Ms. Trudeau Hill
stated that an infiltration system is proposed to manage stormwater on site. An Invasive Plant
Management Plan proposing the management of invasive species and planting of native species
was included in the record. The Commission requests that Feno markers be installed and a list of
the native plants purchased be submitted to the record.
Mr. Paul Tedrow and Ms. Prabha Tedrow, owners of 66 Cary Avenue, were present and stated
their concerns for the height of the proposed plantings at 72 Cary Avenue. Ms. Tedrow stated
that she would prefer the vegetated planted does not shade her yard and garden. Ms. Trudeau Hill
will meet on site with the Tedrows to discuss the proposed type of plantings and their locations.
On a motion by Ms. Ladd and seconded by Mr. Whelan, the Commission voted 6-0 by roll call
vote to close the hearing.

Mr. Mitch Maslanka, Goddard Consulting LLC, presented the proposed project consisting of a
proposed addition and deck. Mr. Maslanka stated that Feno markers have been added to the
proposed plan and will be installed. Mr. Whelan stated concern for any chemical treatment to the
lawn due to the lawn being in close proximity to the resource area. The Commission agreed that
the Feno bounds for the no mow area can be installed 10 feet from the wetland line in the rear of
the lot.
On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 4-0 by roll call
vote to close the hearing.

Mr. Bernard Hamill, H-Star Engineering, presented and stated that the proposed plans have been
adjusted in response to engineering comments regarding increasing the size of the drainage
system. Ms. Ladd stated that the overhang of the proposed addition is on the 50-foot buffer zone
and cannot be on the line. Mr. Hamilton stated that the as-built will need to show the proposed
addition, including overhang, as outside of the 50-foot buffer zone.
On a motion by Mr. Beuttell and seconded by Ms. Dohan, the Commission voted 5-0 by roll call
vote to close the hearing.
