Chisholm Paul Keane RECREATION COMMITTEE MINUTES June 17, 1998 Members Present: Sandra Shaw, Pam Varrin,Don Chisholm, Paul Keane Staff Present: Karen Simmons, Brian Gilbert Others Present: Olga Guttag, Jack Cunha, Gary Skocay, Barbara Chandler,Russell Chandler from the Skateboard/Inline Park Committee 1 The meeting minutes from May 20, 1998 need to be revised. Sandra requested that the committee wait until the next meeting to address the modifications. 2. Hennessey Field Ad Hoc Committee Don reviewed the charge of the Ad Hoc committee. Karen will mail the Recreation Committee members a copy of the charge and a list of the Hennessey Ad Hoc Committee members. 3 Skateboard/Inline Park Committee Members of the Skateboard/Inline Park sub-committee attended and provided a report on the current status of the group. After a presentation and a lengthy discussion,the Recreation Committee voted to support this project and recommended that the skateboard sub-committee hire a firm to complete a field study on the following three sites: Worthen Road practice field;the area near the Center Playground close to the baseball field; and behind Center#2 Softball Field going along the Worthen Road fence. This past year, the Town of Lexington received a$10,000 community policing grant as seed money to develop a Skateboard Park in Lexington. This money will be used to get the committee started with preliminary work. The Police Department, in cooperation with the Recreation Department, obtained this grant for the Skateboard Park. The Skateboard/Inline Park Sub-Committee is committed to developing a public/private partnership and will raise the funds to build the Skateboard Park. In addition, a 10% 1625 MASSACHUSETTS AVENUE LEXINGTON,MASSACHUSETTS 02420 2 endowment fund will be set up for future maintenance. Brian Gilbert, Park Superintendent, needs to evaluate the impact that the new park will have on his operating budget. The skateboard sub-committee volunteered to provide an annual cleaning and maintenance of the skateboard park. The staff members supporting the Skateboard Committee are Jonathan Jalbert from the Recreation Department and Dana Ham from the Police Department. The skateboard committee will update the Recreation Committee on a regular basis. The Skateboard subcommittee would like to present a proposal to the Board of Selectmen this winter, and with their approval, begin the installation process for a ribbon cutting in April of 1999 Support material from the presentation is attached. 4 Pine Meadows-Evaluation of the new Tee Time Policy established in March, 1998 This new policy, now being evaluated and discussed, allows resident members to make a tee time 10 days in advance on weekends only The old policy allowed resident members to make a tee time 14 days in advance, and non-residents 7 days in advance. Karen Simmons has received a number of phone complaints that the new policy is not customer friendly to Lexington residents and requests that we go back to the old policy A copy of one complaint letter was handed out to the Recreation Committee. After a discussion, the Recreation Committee voted 4-0 to reinstall the old policy allowing residents with golf ID cards to make tee times two weeks in advance. Karen will notify Bill Harrison and request that the policy be changed. 5 Karen's Report The pool capital project is scheduled to begin on September 8, 1998. The contractor accepted another job while we were in the process of requesting additional funds from Town Meeting. The summer programs are filling up quickly and a number of programs are already full. We will have approximately 200 employees working for us during the summer. We have a shortage of Water Safety Instructors. The summer managers for major programs are: • Aquatics Manager, Chris Randall • Camp For All Director, Michael Rusoff • Teddy Bear's Picnic Director, Jennifer Steidel • Youth Tennis Director, Dan Schachter Karen will be attending a program at the Kennedy School of Government at Harvard from July 5`h to July 24th She urged the committee members to begin to think about the FY2000 budget. 6. Brian's Report New cart paths have been installed at Pine Meadows on the 6th, 7th and 8th tees and on the 8th green. 3 New England Seal Coat has evaluated the Tennis Courts at Clarke Middle School and gave a price of$6,500—7,000 to patch three courts. This is a short-term fix. To fully repair the courts would necessitate rebuilding them at a cost of$115,000. The fourth court is in very poor condition due to the high water table and winter damage and is not being permitted at this time. Karen and Brian will meet with Lexington Youth Soccer on June 25th to discuss the conditions of the fields and discuss rebuilding athletic fields over the next few years. Brian is working on a field maintenance plan, including costs. It is a very timely project, but Brian will continue to work on it. The old Field Impact Study needs to be updated. This information would be valuable to Don as the representative on the Hennessey Ad Hoc Committee. He has requested that Brian and Karen try to update the information this summer. 7 The Recreation Department would like to thank Paul Keane for his support and commitment over the past five years.
