HomeMy WebLinkAbout1997-02-26-REC-min.pdf 'm TOWN OF LEXINGTON MASSACHUSETTS i °s�� RECREATION COMMITTEE hZ, RECREATION COMMITTEE MINUTES February 26, 1997 Members Present: Sandra Shaw, Pam Varrin, Paul Keane, Rick DeAngelis Stafl'Present: Karen Simmons, Jon Jalbert, Brian Gilbert Guests: Mary Bruno Alessio, Larry Kohler, Dick Perry, Nick Santosuosso AGENDA. 1 Citizens Mary Alessio from the Bridge School PTA, Chairperson of the Playground Committee, an 0 T in the early childhood education program, brought a proposal for a new wooden structure to replace outdated equipment. The playground committee is willing to raise all the funds for construction, estimated at $50,000 She asked if the Recreation Committee would support the project by supplying materials such as sand and pressed stone, labor, and knowledge of grants for which they could qualify Issues raised included knowing who is responsible for this area and not knowing the plans for school proposed construction. They need to know where they can draw the line for school property in relation to recreation property The School Department is responsible for tot lots and playgrounds on their property The Recreation Committee suggested they go through the School Department and then Parks Department along with John Moynihan to look at the plans. Don't sign anything until the Parks Director and Recreation Director have looked at the final plans. Parks Department can't commit to anything at this time because of financial constraints. 2. The meeting minutes from January 15 and 29 1997 were accepted. 3 Center#1 Lights-Update A formal presentation will go to the Board of Selectmen on March 23rd. A letter should be done by next Monday night. Both the Lexington Citizen and Lexington Minuteman will run publicity stories. Regarding the ongoing maintenance issues, users will have to follow the rules as with the ( Center 2 fees procedures. A presentation from Larry Kohler on lighting the field without lighting 2 the neighborhood will be able to solve this issue and should not be a concern if we incorporate poles with steps 14 feet high as a requirement. The private funding would be tax deductible. Because of all the red tape and mechanism in setting up an account, Rick DeAngelis wants to use the town 04#to open up an account. John Ryan says this is not a good idea. It is a lot of work setting up their own fund. It was suggested that they use the Recreation Gift Account. A question was raised that if the funds go into the Recreation Gift Account does it then become town funded and need to be opened up to bid. It was suggested to approach a community service organization such as Rotary to hold the funds and pay the bills. The Recreation Committee voted in favor of this project which will be presented to the Selectmen on Monday 4 Pond Expansion Brian has just received an estimate from the company Based on cost and recommendation of Jacobson, the Engineer, it was decided to delay the construction of the spillways, estimated to cost $30,000, to a later date because of cost restrictions. The total cost of 2 wells, electrical work, pipes, dredging and engineering would be $80,000 The Recreation Committee voted unanimously to go ahead with this work for $80,000 Brian will move ahead with the project and talk with Frank Fields. 5 Golf Course Signs A draft for the signs as selected by the Committee was presented. The money raised for the signs will go directly into the Recreation Gift Fund. Bill Harrison is handling the sponsorships. 6. Golf 18 hole rate There was a discussion to eliminate the 18 holes rate at Pine Meadows. The committee voted to eliminate the 18 hole rate. If a player wants to play a second 9 holes, they will pay the 9 hole rate. 7 Recap Selectmen's Meeting of February 10, 1997 Karen's presentation at the Selectmen's Meeting requested a policy change of indirect charges to the Recreation Enterprise Fund. Pam, Sandy and Karen met to discuss how to present the information. The Selectmen voiced general understanding of what is happening with the Enterprise Fund and are supportive. The Selectmen want a recommendation in two weeks. All committee members received a copy of the handout. 8 Town Meeting Town Meeting will begin on March 24 The Article presentation assignments are: Article 19 Rehabilitation of the Center Pool Complex-Paul Keane Article 20 Playgrounds and Recreational Facilities Improvements- Pam Varrin Article 21 Rescind Pine Meadows- Don Chisholm Article 2 Present Report- Sandra Shaw 3 Karen will meet separately with each presenter to review their presentation.
