MASSACHUSETTS RECRE ATION COMMITTEE sc RECREATION COMMITTEE MINUTES January 29, 1997 Members Present: Sandra Shaw, Pam Varrin, Don Chisholm, Rick DeAngelis Staff Present: Karen Simmons, Brian Gilbert COA Liaison: Phyllis Rand Guests: Bill Harrison, Dave Jacobson, Jody Modoono, Bob Boudreau, Karen Boudreau f f AGENDA. ( 1 Pond Expansion A number of issues were brought to the committee by Bill Harrison of New England Golf. There is not enough water to irrigate the course at Pine Meadows and the current irrigation system is not sufficient for holes 1 through 4 Bill feels that the pond expansion will slow down play slightly due to the caliber of golfer and the size of the green. The course requires 71,000 gallons of water per day for optimum results. 527,000 gallons of water can be stored in the upper pond, which would be 7 days of water However, it is recommended not to drop the level of the pond less than half way 55,000 gallons of water is held in the lower pond with the bottom of the pond being 6" of silt. This would be one day's water supply Based on test wells from September 1995 the water flowed from Artesian wells during a dry period of time. The pipe was installed approximately 36 feet down. Dave Jacobson of Amory Engineering recommended Artesian wells and pumping wells. The upper pond is gravity fed to the lower pumping pond. The upper pond needs to be dredged. The last time was around 1992. The lower pond desperately needs dredging and is in poor condition. The Recreation Committee voted not to go with the Pond Expansion as outlined in the bid documents. It is recommended that we put in 2 pumping wells, dredge the existing pond and pipe to the upper pond. The object of the Recreation Committee is to supply water to the course. We are scaling back the project and the committee feels that Conservation approval should still be fine on this project. The dredging project will take 2 weeks working time if it is dry L 2 The motion was made to accept Option#2 of Brian Gilbert s handout: It is moved that the Recreation Committee authorize the construction at Pine Meadows to install two pump wells, renovate the existing pond, dredge pond, construct a spillway as shown on the Amory Engineering plan, but not the enlargement of the plan. This carries the Town Counsel advice that a"Field Change' to the existing bids can accommodate the change in scope of the work. The motion was seconded, and the Recreation Committee voted in favor to accept the plan as stated above. The"as built" cost cannot exceed the amount available in Article 11 of 1995, which is approximately $90,000 Brian will meet with Frank Fields and Karen will check with Norman Cohen. Bill asked for improvement of the release of water from the upper pond. Currently boards are used and Bill would like a pipe with an attached hand control. We need to check with Conservation and bid documents. 2. Golf Lessons The Golf Pro at Pine Meadows, Joe McKinney is doing a good job However, the problem is that there is no place to teach and he is limited to two days a week because of these issues. 15- 20% of the individuals taking lessons are Pine Meadows golfers. If we had a teaching area it would be great to have Joe. Based on the issues the Committee voted not to have lessons at Pine Meadows this year We will revisit this next year 3 Proposed Fee Increases { Karen presented her recommendation on fee increases. All were accepted by the committee with the exception of the increase on the per head charges to youth organizations. That amount will remain at $5 00 per head. Karen and Sandra Shaw will present the fees to the Board of Selectmen on February 10 for approval. A citizen suggested that the Lions Club be billed $5000 00 for use of the fields during the 4th of July Carnival. Karen would prefer that it be suggested that the Lions Club contribute a donation to a scholarship fund instead. The meeting was adjourned. NEXT MEETING FEBRUARY 26, 1997 7.30 PM ROOM G-15 t
