Selectmen Chairman Dailey, Mr. McSweeney, Mr. Busa, Mr. Fenn, Mrs. Eddison, Mr Cohen, Town Counsel, Mr. White, Town Manager and Phyllis Smith, Executive Clerk Land Acquisition Marshall Derby reviewed the status of property at 139 Tarbell, which is a Town owned tax title lot. The lot is grandfathered. He explained that LexHAB would be interested in the future to build on this lot if it could be combined with a small piece of the Sutherland Road parcel that the Conservation Commission is trying to acquire under Article 24 of the 1995 Annual Town Meeting Mr. Derby asked the Board to consider separating this piece out from acquisition by the Conservation Commission He has talked to the Conservation Commission and Don Chisholm, Chairman of the Recreation Comittee and they have no problem with Mr. Derby's suggestion. Town Counsel was asked to work out a motion that would provide for this arrangement. Collective BarQainins Mr White reviewed a tentative agreement with the two police collective bargaining units The agreement would require the Town's accepting Chapter 141, Section 108L of the Massachusetts General Laws, commonly known as the Quinn Bill. This Section provides for educational career incentives to be added to base pay as follows: 10% for an Associates Degree; 15% for a Bachelor's Degree and 20% for a Master's Degree. The 1% for FY95 and the 2% for FY96 salary increases would be used to fund the Town's share of the E.0 I pay. He further explained this agreement hinged on 50% funding from the State.
