HomeMy WebLinkAbout2006-04-05-CPC-min Community Preservation Committee April 5, 2006 Attending: Joel Adler, Norm Cohen, Marilyn Fenollosa, Wendy Manz, Leo McSweeney, Richard Pagett, Sandy Shaw, Betsey Weiss Not attending: Dick Wolk The meeting was called to order at 8:35 a.m. 1. Review CPC slides for 2006 Town Meeting: a. Slide 1 – what is CPA -- substitute Countryside photo for Franklin School b. Slide 2 – How does CPA work -- should we add an exemptions slide? No, it will be too confusing. It would be preferable to leave an information sheet on table. -- we need to have someone in town hall to answer questions about assessments; maybe senior citizen volunteer? c. Slide 3 – Where the funds come from d. Slide 4 – The process -- can Town Meeting change the amount? No – it can only approve or disapprove projects (individually, not as a package) -- change slide: recommended projects and related appropriations e. Slide 5 -- Time line -- add 3/30 public hearing When will the presentation be made to Town Meeting? We will present in 2 parts: -- when Article 2 is presented, on 4/10. Betsey will discuss the slides and present the first part of the report dealing with committee composition and past meetings. -- when Article 25 is presented, presumably on 4/24– Betsey will discuss the remainder of the report, with its emphasis on project descriptions. 2. Review CPC Report for 2006 Town Meeting: -- Corrections to last page: use second option in both cases. Richard and Wendy have small corrections; Marilyn will incorporate them into the final report. -- Will the police station project still be bonded? Yes, but the amount will be reduced by the $100,000 that will be funded by CPA (cash). -- Were these projects reviewed by town counsel? Yes. 3. Approval of meeting minutes: -- It was moved and seconded to approve minutes of 3/13 and 3/23. The Committee unanimously approved the motion. -- The minutes from 3/20 meeting will be reviewed at next meeting 4. Application process -- We need to develop an application form and process; ideally, we would like to have something finalized by 5/15. -- Richard and Sandra will develop a form for committee review at our next meeting. 5. Website -- We might want to review other town websites for content. -- We should keep the CPA for Lexington website, since much of its content is still applicable. Wendy moved to appropriate up to $200 to renew the CPA for Lexington website, which is due to expire in May or June. The motion was seconded and unanimously approved. [note, however, that we won’t have an administrative account until the new fiscal year begins on July 1. Norm will investigate sources for the funds; Betsey will determine when the existing website must be refunded.] next meeting 6.
