Community Preservation Committee
March 23, 2006

The meeting was called to order at 7:35 p.m.
1. Betsey described the projects to be presented at the 3/30 public hearing:
a. $20,000 for update of Open Space/Recreation plan
what is this for? Why do we need this? What do we do with it? Joel was
concerned because we don’t want our first project to be frivolous or
unnecessary. Betsey advised that the previous plan expired in 2002. We
need this plan to be eligible for grant money. Betsey will check with
Karen Mullins and Karen Simmons.
b. $15,000 for Munroe Cemetery roofs
is this historic? Richard looked at the buildings at the cemetery today –
they look like sheds. Richard asked what makes a building historic;
Marilyn read the definition from the statute – “a building, structure, vessel,
real property, document or artifact that is listed or eligible for listing on
the state register of historic places or has been determined by the local
historic preservation commission to be significant in the history,
archeology, architecture or culture of a city or town”. Are these sheds
necessary to preserve/protect the cemetery? Can we expand this to repairs
to the headstones, etc.?
c. Norm asked about the warrant article for refurbishment of dispatch room
of police station. Would it be within the definition of “rehabilitation” –
“the remodeling, reconstruction and making of extraordinary repairs to
historic resources, etc. for the purpose of making [them] functional for
their intended use”. We should ask counsel if this would qualify.
Dick asked about what kinds of projects we should be looking at: items in
the capital budget or things we otherwise wouldn’t have been able to do.
d. $60,000 for Archive Environmental Control in the vault in Cary Hall
what documents are these? How old?
e the center playground is off the table. Can we demolish the structure this
year and “create” a new structure next year? But most of the cost is in
demolition and removal of the (hazardous) materials
f. Other items on the warrant – visitor’s center, fire station, town hall
handicapped ramp. These have been pulled from consideration in this
year’s budget. Could they be funded by CPA without being in the budget?
g. Dick suggested we escrow all/most of the funds for later, when we have
more information about projects
2. Administrative Costs
How much should we allocate to administrative expenses? Wendy noted that per
MaryAnn McCall Taylor, it costs $400-500 per public hearing: $200-300 for
public notice, $15 for tech support
Carl should communicate with the DOR to see if there is information or computer
programs available for use by the Assessors’ office. The Assessor’s office will
send information in July tax bills about abatements to each of the 11,257
households.
3. Application forms – defer until later meeting. Betsey handed out sample forms from
other towns.

5. Our next meeting is set for Thursday, March 30 at 7:30 p.m. in the Selectmen’s room.
We will have another meeting prior to Town Meeting, on April 4 or 6 at 7:30 (location to
be determined).
