Meeting Minutes of May 15, 2024 12:30 pm
Hybrid meeting on Zoom and attended in-person in Parker room, Town office
building
Affordable Housing Trust Board Members present: Elaine Tung, Chair; Linda Prosnitz, William
Erickson, Tiffany Payne, Mark Sandeen
Staff present: Carol Kowalski, Assistant Town Manager for Development; Liz Rust, RHSO
Director; Ragi Ramachandran, Administrative Assistant; Mina Makarious, Town Counsel
Ms. Tung chaired the hybrid meeting and called the meeting to order at 12:35 pm.
1. Parcel 68-44 Timeline
The Trustees reviewed the draft RFP Timeline for Parcel 68-44. Ms. Tung stated that she planned
to submit the finalized timeline from today’s meeting in the Select Board packet, to present at
the Select Board meeting on May 20. There was discussion on the list of Boards and Committees
who will be reviewing the draft RFP. They discussed the best approach to gathering input on the
draft RFP and on incorporating the comments received into the RFP.
Ms. Kowalski stated that Elizabeth Mancini, the Procurement Officer, would be the point person
for the developers to contact regarding the RFP. Ms. Tung spoke with Ms. Mancini and Ms.
Mancini will handle all of the logistics. Ms. Mancini will be sending out the notification about the
final RFP as well as publishing in the appropriate publications. Ms. Rust suggested moving the
Site walk and Pre-bid conference to a later date in July to allow the developers time to review
the proposal.
The Trustees reviewed the draft RFP timeline in detail and agreed to adjust the dates. The
‘request for comments’ period for Boards and Committees was set for May 28 – June 10. The site
walk followed by pre-bid conference will be on July 23rd with a rain date of July 24. They
considered renting a bus to transport people to the site walk location.
The deadline for submitting questions after the pre-bid conference was revised to July 29 to allow
more time for follow-up questions. The Last Addendum/Responses to RFI’s issued was revised to
Aug. 2nd. The Proposal due date was set for Aug. 22 at 12:00 pm EST.
Executive Session:
Ms. Tung requested a motion to go into Executive session under Exemption 6 to discuss the
value of Parcel 68-44. The Affordable Housing Trust Chair stated that an open session might
have a detrimental effect on the negotiation position of the town. Mr. Sandeen moved. Mr.
Erickson seconded. The Trustees voted in favor of the motion 5-0-0, by a roll call vote (Erickson
– yes, Prosnitz – yes, Tung – yes, Payne – yes, Sandeen – yes).
Ms. Tung stated that the meeting will adjourn at the end of Executive session and the Trust will
not be reconvening in the public session.
