4. TEMPORARY EROSION CONTROLS, COFFER DAMS, AND BYPASS PIPING (OR APPROVED ALTERNATIVE BYPASS). SHALL BE USED TO 16. INSTALL THE NEW CULVERT SECTIONS AND WINGWALLS ON TOP OF CUTOFF WALLS, FOOTINGS, AND PREPARED BASE.
