The committee met and drew up a site visitation schedule. On the dates prescribed, the members of the committee visited each school and noted those conditions which did not meet the standards of present code. The report which follows, based upon the afore-mentioned visits, will be forwarded to Mr John Moynihan. Mr Moynihan as Supervisor of Buildings and Grounds will determine the costs for the proposed modifications and submit, to the superintendent, a capital budget proposal for those modifications. Handicapped parking does exist-there are two problems: I Parking areas are considerable distance from the building. 2. Signs are required to direct people to handicapped parking. There are two handicapped parking spaces at the West end of the building, but there should be signs directing handicapped people to them. CURB CUTS• Curb cut exists at front door and both ends of the building as well EXTERIOR: N/A JTRANCE. N/A RAMPS. N/A DOORS and DOORWAYS. - Exterior front doors close too rapidly, adjustment required. - Interior front doors close too rapidly, adjustment required. - All hallway fire doors could be made barrier-free by installation of electro-magnetic holdbacks tied into the fire alarm. Exterior door at end of building toward playground: - individual doors are not wide enough for wheelchair passage due to center mullion. - thresholds would have to be depressed. Auditorium/Gymnasium: - Four steps up from main floor, but no ramp either from the main room or from side stage. ELEVATORS' N/A BATHROOMS. Boys handicap bathroom: - Soap dispenser should be relocated. - Paper towel dispenser should be relocated. - Grab bars should be acid etched. Ladles handicapped bathroom: - Soap dispenser should be lowered for accessibility - Sanitary napkin dispenser should be lowered for accessibility - Toilet tissue dispenser should be lowered for accessibility Men s lavatory. - Soap dispenser should be moved. - Paper towel dispenser should be moved (another way to solve the Lexington Public Schools Enablement Committee problem would be to install another paper towel dispenser i /omen s handicapped bathroom• - Relocate the paper towel dispenser - Soap dispenser seems to be okay - Toilet tissue dispenser has to be relocated. - Correctly install machine for sanitary napkin dispenser DRINKING FOUNTAINS. - All drinking fountains should be made to comply with present code TELEPHONES Located much too high on the wall - no person in wheelchair could use it. CONTROL SWFTCHF .: N/A ( ISCELLANEOUS - Faculty room sink is inaccessible to handicapped staff - Steam table serving areas must be moved back, probably six or more inches from entry door in order to have wheelchair path in front of steam tables. - In playground there is a small stage (three steps up) - there is no ramp approaching the stage Each of the pieces of equipment are set inside of a sanded area with a perimeter of railroad ties. There are no paths into these play areas. In the main parking lot there are two handicapped parking spaces which are indicated by symbols on the ground. There are no signs to direct visitors to those handicapped spaces. In addition, handicapped parking spaces should be provided at the upper level so that handicapped people could approach the main entrance. Main Entrance has appropriate ramp which Includes rails CURB CUTS On the East side of the staircase, at the main entrance, an additional curb cut should be made placing it closer to what then would be the new handicapped parking spaces. West Side approach to third floor entrance would require a curb cut at the end of the walk to the parking lot. ( addition, at least one handicapped parking space should be created and signed. (This is really a more convenient entry than one might suspect.) EXTERIOR: Grounds - Require extensive signage There exis4 at least three different parking lots. ENTRANCE. threshold should be at least reassessed as a possible barrier to handicapped access. RAI IPS Audi tor Int - Stage Is totally Inaccessible from all directions. Although the elevator is designed as a passenger elevator, the door measures 32 inches which does not comply with handicapped standard. Science Laboratory. - At least one sink per room should be modified so that a wheelchair could approach the sink 'and fit under the sink in each room. Handicapped students could be assigned odd numbered lockers which presently have handles and combinations lower to the ground. Infirmary - At least one sink should be lowered to comply with the handicapped regulations. Auditorium: - No provisions have been made for seating for handicapped people other than placing wiieelc-halc& in aisles. Gymnasium: - No provision or signage for handicapped seating. Girls Locker Room: - Aisles between lockers and shower stall walls do not comply with the rnandltory width of 42 inches. - Showers are not handicap accessible Lexington Public Schools Enablement Committee - No handicapped toilet facilities available In this area. ,etal Shop. - Sink in shop too high for handicap access. ci Lexington Public Schools Enablement Committee LEXINGTON PUBLIC SCHOOLS ENABLEMENT COMMITTEE BUILDING VISITATION REPORT Building: DIAMOND MIDIS SCHOOL Date: March 29. 1990 Lexington Public Schools Enablement Committee ( TE ACCESS !lain Entry has no handicapped parking and no indication as to where to find handicapped parking. Additional curb cut may be necessary to join the front parking lot thru the sidewalk so that a person in a wheelchair might be able to get to the curb cut to the main sidewalk. The parking lot on the Lexington Garden side has handicapped parking, the spaces are not labelled and are at an extreme distance from the entrance "special note' The actual address of the school is 99 Hancock Street, which means the entrance on Hancock Street would legally be called the main entrance, yet the entrance is distant from the main office CURB CUTS. Ni A EXTERIOR: N/A ElJTRANCE,. Automatic door opener is required, and door closer should be adjusted to allow door to close In not less than six seconds. An additional railing should be Installed across from the ramp. RAMPS N/A DOORS and DOORWAYS. - Thresholds are too high. Fire doors into the glass corridor' have thresholds which should be modified. Boy's Locker Room: - No accessible showers due to floor darns to contain water Girls Locker Room: - No accessible showers due to floor dams to contain water STAIRS. Auditorium: - There is no ramp to stage. - Stairway to auditorium side door has no handrails. "note' There is no handicapped seating provisions in the auditorium. ELEVATORS - The existing elevator (a freight-type) must be converted to accomodate passengers. BATHROOMS Women s Lavatory - Threshold has to be reduced. • - Soap dispensers must be lowered or relocated. - Radiator tends to cause handrails to become excessively hot. They are probably six inches high and none of which are ramped. Front Entry Doors: - Close too rapidly - adjust door checks. FLOORS The Gymnasium Floor• - The parquet components are lifting away from the concrete base and present a potential hazard, especially around the edges. - Temporary repairs, driving nails through tiles, are ineffective, and we are Informed that the nails tend to work their way back up after use Floors: - Typical tile floors which tend to be slippery when wet. STAIRS - Harrington Gymnasium stage cannot be accessed, either from the main room or from backstage by handicapped wheelchair bound people - Hand rails do not comply - should be extended at each platform - top - bottom - middle - Stairs have steel nosing that overhang - should be filled. ELEVATORS Hone 4 Lexington Public Schools Enablement Committee 1 SITE ACCESS. On the approach to the school and in the parking areas there are no signs Indicating handicapped parking. CURB CUTS Curb cuts exist on either side of the front entrance - seem to be adequate EXTERIOR: See Ground Level Floor' section on page *2 ENTRANCE - The traditional panic bar on front doors project into the entry space making access for a person in a wheel chair difficult. - Hand rails do not exist along the stairs to the main entrance. RAMPS. - Ramp into main entrance is adequate - no problem there. - There is no sign directing handicapped persons to the ramp - it tends to blend In very well with the facade of Harrington School. A sign would be useful. DOORS and DOORWAYS. - Refer to Entrance section and problem with panic bar on main door - Library doors would be difficult, at best, for a child in a wheelchair to open from the interior - Connecting doors between classrooms, have traditional door knobs and not lever-type handles. - Lower level rear doors to playground have accessively high thresholds. Lexington Public Schools Enablement Committee 1 BATHRUur 1S First floor women s room, handicapped facility - Paper towel dispenser and soap dispenser should be moved off cinder block wall and placed on side wall to right of sink, no higher than 42 inches from the floor First floor men s room: - Paper towel dispenser and soap dispenser should be moved off cinder block wall and placed on side wall to right of sink, to be no higher than 42 inches from the floor They probably should be located one on either side of the sink. - lien s room door exceeds the six second closing period. - Paper towel dispenser and soap dispenser are located behind the sink on the wall It would be difficult for a child to reach. Both should be mounted on one of the walls beside the sinks. Boy s lavatory - threshold seems excessively high. Ground level boys lavatory• - Similar condition as far as paper towel dispenser and soap dispenser goes. An additional unit of each could be mounted on side wall to make them more available to handicapped students. Again, threshold seems to be excessively high. Lavatory has door to outside playground which opens onto concrete platform at least 6 inches high - no ramp Ground level girls bathroom• - Add additional paper towel dispenser to the side of sinks to make it more accessible and a soap dispenser, tf possible. - Same problem in this girls room with the exterior door opening to concrete platform that is not ramped. It s at least 5 to 6 inches high. First floor girls bathroom: - threshold seems excessively high Additional soap dispenser and towel dispenser could be added, since there are no walls perpendicular to the sinks (this would mean Lexington Public Schools Enablement Committee two dispensers, one additional soap, one additional towel) - Door closes with too much force and speed Ground level boys room: - Similar condition as far as paper towel dispenser and soap dispenser goes, additional unit of each could be mounted on side wall to make more available to handicapped students - threshold seems excessively high. May 3 I , 1990 SITE ACCESS Handicapped parking spaces should be changed to opposite side of the ( parking lot and signs at entrance should indicate directions toward handicapped parking. CURB CUTS The first three parking spaces should be converted to two handicapped spaces with a curb cut at the center of the two. EXTERIOR: There Is no access for handicapped students to playground level from rear doors In the various classrooms. Neither the playground nor the ball field have any walkways or paths that could be used for handicapped access. ( ENTRANCE. Ramp to the front entrance platform is too steep the grade must be reduced. RAMPS See comments under entrance DOORS and DOORWAYS Main Entrance. - The entire main entrance must be modified. - The threshold at main entrance must be reduced. - An automatic door opener should be Installed.
