HomeMy WebLinkAbout2000-01-12-COA-min.pdf LEXINGTON COUNCIL ON AGING BOARD OF DIRECTOR'S MEETING MINUTES JANUARY 12, 2000 ATTENDING Dan Fenn Leo McSweeney Phyllis Rand Nancy Freed, Staff Jacqueline Davison, Vice Chairperson Donald Graham Anne Kriebel Carol Murphy Peg Jemison Jane Trudeau Marilyn Campbell Christine Yedica, Human Services Liaison ABSENT Clark Cowen CHAIRPERSON'S REMARKS: Jackie Davison called the meeting to order at 4'35 p.m. She will attend the Martin Luther King Day lunch, Tues, Jan. 18 and speak to the seniors on behalf of the Board and the Long Range Planning Committee. Nancy Freed has asked that one staff member each month attend the Board Meetings on a rotating basis. This will enable the staff to be aware of the Board's deliberations and give them an opportunity to enter discussions and update their specific programs. A motion was passed unanimously to accept the recommendation. The minutes of the December 8 meeting were accepted as written. FINANCIAL REPORT Donald Graham submitted a report for the period, 7/1/99 to 11/30/99. All expenditures are on schedule. As of 1/1/00 the State DEA grant was received, and the revolving fund is in the black. The $61 000 in the revolving fund of the Social Day Care budget was noted. Nancy explained this fund would be used to expand the program to a fifth day sometime in the future. Staffing the fifth day is the major problem with such an expansion. It was suggested that a special Social Day Care fund, earmarked for the expansion, be established to handle this money EDUCATION COMMITTEE REPORT Anne Kriebel reported on the committee's plans for the Friday afternoon programs in February on Lexington's Living Memories. On Feb. 4 Larry Whipple and Tom Sileo will speak on neighborhoods; Feb. 11, Neil Cronin and Ron Colwell will talk about societal and cultural changes; Feb 18, Eugenia Kaledin will lead a discussion on the homefront during the wars; Feb. 25, Pastor Christopher Hayden will speak about religious institutions. Plans for the Women's Day Conference, Wed., March 29 are being finalized. There will be one speaker in the morning, followed by three workshops. After lunch, Rabbi Liza Stern will speak on 'Women in the Bible" Cost will be $15. LONG RANGE PLANNING COMMITTEE REPORT Jackie Davison reported on the ( committee's meetings with the Capital Expenditures Committee and with Rick White. There will be an open article in the Town warrant for a school site transfer (if it is feasible) and funding for preliminary design plans. Dan Fenn has spoken with Jeanne Krieger; as of now the money is still in the budget. He also reported that Robin Digiammarino, of the School Committee, has walked the Pelham Road and Young St. sites and found them unsuitable for school purposes. Our major effort should be to identify a site. A letter has been sent to Peter Kelley asking him to form an ad hoc committee to review the eight sites we have listed and report back with one or two possibilities. Nancy has learned from the Office of Elder Affairs that for Lexington to qualify for any state funding, 51% of the senior population must have incomes under $31,000 per year The question of the use of the present site might involve some legal issues. Nancy will ask Norm Cohen about these and report back. COA BOARD ASSESSMENT SURVEY Phyllis Rand reported on a workshop she attended at the annual MCOA Conference and the usefulness of the Board completing this survey It was decided that Board members will complete the survey at home and discuss it at the next meeting. There is a Guide for Board Members developed by the Office of Elder Affairs that will be sent to everyone to help with the survey DIRECTOR'S REPORT Nancy announced that Carol Murphy will represent the COA Board at the annual Rotary Dinner Dance, Sat., Jan. 22. The Space Needs Advisory Committee, chaired by Dawn McKenna, has sent a questionnaire to each Town department and will meet with the Social Services Department and the Long Range Planning Committee on Wed. Jan. 26, 3:30 to 4 30 p.m. at the Senior Center They will tour the Center and discuss the questionnaire and the report prepared by the Long Range Planning Committee. All Board members are welcome to attend. Each Town department has been asked to submit budgetary items for the projected override. Nancy has submitted the contract with Wayside Youth and Replace that the Social Services Department has. Kevin Batt (of Palmer & Dodge) is representing the Town in the suit brought by the Muzzey Trustees and has responded to their action. The Muzzey Annual Meeting will be held on Thurs, Jan. 20, 7 p.m. in the lobby/common area of the building. Board members are invited to attend. Jane Trudeau's application for trustee has been submitted; Peg Jemison will speak on her behalf at the meeting. With the votes of LexHab, we will have a total of 17 votes. Anne Kriebel, a Muzzey resident, noted that the residents are unaware of the legal suit and fees that it entails. At the suggestion of the Long Range Planning Committee, Nancy has asked Bill Kriebel (a non- board member) to write a letter to the Lexington Minuteman urging the Town to consider the need for a new senior center The meeting was adjourned at 5 55 p.m. Respectfully submitted, Phyllis Rand, secretary
